Current Education Reform Perpetuating, Not Curbing, Inequity

A half century seems to be a significant amount of time for change, but Minnijean Brown Trickey’s visit to Little Rock Central High School fifty years after the federal government had to monitor her and eight other African American students entering public school shows that much more time is needed. Felicia Lee captured Trickey’s experience, documented in the HBO film Little Rock Central: Fifty Years Later:

On a recent visit to Central High, Ms. Trickey spoke to a self-segregated classroom: whites on one side, blacks on the other. An African-American student apparently dozed as she spoke. Students and teachers alike spoke blithely or painfully of the low educational aspirations and achievements of too many black students. Central, many said, is now two schools in one: a poor, demoralized black majority and a high achieving, affluent white minority.

Public schools in the U.S., like Little Rock Central, are a snapshot of racial and economic inequity. While the landmark Brown v. the Board of Educationin 1954 ended de jure segregation, the South struggled with school integration well into the 1970s.

Yet, Little Rock Central is not unique to the lingering racial and economic inequities found in schools—including children of color, children from poverty, ELL, and special needs students being assigned un-/under-certified and inexperienced teachers, receiving highly scripted test-prep instruction, and enduring authoritarian “zero tolerance” discipline policies. Children of color and children from poverty also experience the within-school segregation highlighted by Little Rock Central: Fifty Years Later: White and affluent students dominate selective tracks of classes (such as Advanced Placement), and white and African American students self-segregate in class, the lunchroom, and social settings.

Many of these issues of social and educational inequity receive some political and public consideration, but one aspect of inequity remains ignored: The rise of de facto educational segregation, notably in the South.

The Re-segregated South

Race has historically been central to both how the South is defined as well as the social tensions of the region. In a 2012 report for The Civil Rights Project, Genevieve Siegel-Hawley and Erica Frankenberg note that the twenty-first century has revealed a South in which “black and Latino students account for about half of the region’s students, while whites constitute a minority.”

According to data drawn from a larger report, E Pluribus…Separation: Deepening Double Segregation for More Students, the racial dynamics of the South include two powerful elements, as Siegel-Hawley and Frankenberg, focusing on the South, detail:

• The South is a majority-minority region in terms of its school enrollment, second only to the West as the most diverse in the country. At more than 15 million students, the South has, by far, the largest enrollment of any region. Southern students make up almost a third of the national enrollment (32% of all students).

• Latino students account for nearly the same share (23.4%) of the region’s enrollment as black students (25.9%). At 46.9%, whites now constitute a minority of students in the South.

While the South has historically been an impoverished region of the U.S., the racial shifts experienced by the region amplify the problems already faced by public schools disproportionately burdened by the impact of poverty on student outcomes as well as fully funding education. Racial and economic factors are difficult to separate in the South, but the rise in populations of Latino students adds challenges associated with language acquisition to the systemic struggles fueled by racial tensions in the South.

During the most recent era of school accountability, begun in the early 1980s and intensified in 2001 with the implementation of No Child Behind (which specifically charged public schools with documenting and addressing racial gaps in achievement), however, achievement gaps and drop-out rates, for example, remain seemingly entrenched in public education. One other reality of the last three to four decades is that schools are re-segregating:

• Since 1991, black students in the South have become increasingly concentrated in intensely segregated minority schools (defined as 90-100% minority students). This represents a significant setback. Though for decades Southern black students were more integrated than their peers in other parts of the country, by 2009-10 the share of Southern black students enrolled in intensely segregated minority schools (33.4%) was fast closing in on the national figure (38.1%). By comparison, in 1980, just 23% of black students in the South attended intensely segregated schools.

• For the last four decades, contact between black and white students has declined in virtually all Southern states. In schools across the region, white students make up 30% or less of the enrollment in the school of the typical black student for the first time since racial statistics pertaining to schools were collected by the federal government.

• Most of the largest Southern metro areas also report declining black-white exposure. The Raleigh, NC metro had the highest black-white contact although this too has fallen in recent years. In 2009, the typical black student in the metro went to a school where whites accounted for about 45% of their peers, compared to about 54% in 2002).

• In 2009, black-white exposure in the metropolitan area of Raleigh was relatively similar to the overall white percentage in the metro (54%)–indicating fairly stable levels of desegregation. Future enrollment data for the Raleigh metro should be closely monitored to ascertain the impact of recent policy changes to the district’s voluntary integration policy.

• Two metros, Memphis, TN and Miami, FL, had the lowest exposure of black students to white students in 2009, under 15%.

The South is no longer a racial dichotomy between black and white; Latino students now share the inequities found among African Americans:

• The share of Latino students attending intensely segregated minority schools has increased steadily over the past four decades from 33.7% in 1968 to 43.1% in 2009; presently more than two out of five Latino students in the South attend intensely segregated settings.

•At the metropolitan level, Latino-white exposure is higher than black-white exposure across many major Southern metro areas. This is particularly true in Southern metros outside of Texas (where, in general, the lowest exposure between Latino and white students occurred).

• For example, Atlanta has a growing Latino student population, now comprising 13% of all students. As their share of enrollment has grown, Latino exposure to whites has fallen substantially—by nearly ten percentage points since 2002. Yet, Latino students in the Atlanta area still have higher exposure to white students (29.8%) than their black peers (20.3%).

• In ten Southern metros, the typical Latino attends a school where at least 40% of students are white. By comparison, only in the Raleigh metro did black students experience similarly high levels of exposure to white students.

Among black, white, and Latino students, social and educational inequity defines access to education (schools remain reflections of racially and economically stratified communities):

• Black students experience the highest levels of exposure to poverty in nearly every Southern state. (This is different from the rest of the U.S., where Latino students experience higher average exposure to poverty.)

• Virginia, with the lowest share of student poverty in the South, also reports the lowest black exposure to poor students. Even then, almost 50% of students in the school of the typical black student in Virginia are low-income, considerably higher than the state’s share of low-income students (36.8%).

• Stark differences in exposure to poverty for white students, as compared to black and Latino students, exist in virtually every Southern and Border metropolitan area.

• In three Border metros, the typical white student attended a school with less than 30% poor students, and the typical black student attended a school with more than 60% of students from households at or near the poverty line.

The re-segregation of the South should raise essential questions about education reform: How are current reform policies addressing racial and economic inequity? And how are those reforms impacting re-segregation?

Current Education Reform Perpetuating, Not Curbing, Inequity

The current education reform era remains committed to seeking new standards (currently a push for national standards, the Common Core), aligning tests to those standards and then linking those test scores to teacher evaluations, expanding commitments to charter schools, and infusing the teaching core with inexperienced and uncertified Teach for America recruits.

While the education reform movement has ignored that test-based accountability has failed to raise student outcomes, close achievement gaps, increase graduation rates, or boost international comparisons of U.S. schools, the test-based and “no excuses” reform paradigm proves to be even a greater failure when measured against goals committed to equity, as the reports from The Civil Rights Project highlight.

Changing standards ignores that children in poverty and children of color tend to experience test-prep courses regardless of the standards, and thus receive a reduced educational experience when compared to middle-class and affluent (and disproportionately white) students. If education reform were committed to equity, public schools would insure that all students, regardless of race or socio-economic status, would receive rich and engaging educations.

Increasing the amount of testing and the stakes associated with that testing (for both students and teachers) ignores that standardized testing remains more closely linked with the child’s home status than with the child’s learning or their teachers’ effectiveness. If education reform were committed to equity, high-stakes standardized testing and using test scores to label and rank students and teachers would be completely eliminated. Test-driven education stratifies students by race and socio-economic status, discourages teachers from seeking opportunities to work with high-needs students, and misrepresents school quality (see the historical failure of relying on the SAT, for example.)

Charter schools are not producing outcomes superior to public (or private) schools, but charter schools (such as KIPP) are stratifying (re-segregating) schools and focusing education for children of color and children from poverty more on authoritarian discipline policies and test-prep than rich experiences being experienced by their more affluent (and white) peers. If education reform were committed to equity, children of color and children from poverty would be provided public education that mirrors the education being experienced by affluent whites; instead, charter schools are segregated and “no excuses” environments designed for “other people’s children.”

Funding and expanding TFA candidates in high-poverty and high-minority schools ignores that the single greatest inequity experienced by children of color and children from poverty is being assigned un-/under-certified and inexperienced teachers. If education reform were committed to equity, education reform would abandon test-based teacher evaluations as well as supporting TFA, and instead would insure equity of teacher assignment for all students while also acknowledging the importance of experience and expertise for teachers.

Focusing on school-only reform (the tenet of “no excuses” school reform) ignores the corrosive power of poverty. If education reform were committed to equity, education reform would be supported by social reform that acknowledges recent findings on the stress of poverty and child cognition: “These results suggest that prenatal stress may play a role in the intergenerational persistence of poverty.” Poverty is the result of inequity, and schools too often reflect that inequity and thus cannot then raise students out of that poverty.

The bi-partisan test-based accountability movement, driven by a “no excuses” ideology, is deaf and blind to the social and educational inequity of their policies.

Little Rock Central, half a century after segregation was declared over, remains a haunting legacy of how much further society and U.S. schools need to go:

“Central is still pretty segregated,” Brandon Love, the affluent student body president who is the only black person in his Advanced Placement classes, says in the film. “It is just that we do not have to have the National Guard here to get in the school and to go to school.”

The South is currently a bitter pill to swallow in the war on inequity. The South, again, is also a stark message for the entire country: Inequity stains the lives and learning of American children.

The commitments of education reform are perpetuating those inequities, not overcoming them. The segregated South has risen again, and education reform deserves a significant part of the blame.

Educators: “[N]ot the Time. . .to Follow the Line of Least Resistance”

In a major journal from the National Council of Teachers of English (NCTE), a teacher and scholar laments the current state of implementing the research in language: “A brief consideration will indicate reasons for the considerable gap between the research currently available and the utilization of that research in school programs and methods” (p. 87). [1]

And the discussion of that gap between research and classroom practices leads to this conclusion:

“Most thinking persons agree that the existence of civilized man is threatened today. While language is not food or drink, and will not satisfy the hungry and thirsty, it is the medium by which we must do much of our learning and panning, and by which we must think out solutions to our problems if we are not to solve them by the direct method of force. No sensible person believes that language will cure all difficulties; but the thoughtful person will certainly agree that language is a highly important factor in promoting understanding, and a most dangerous factor in promoting understanding between individuals and between the countries individuals represent. Moreover, language is a significant factor in the psychological adjustment of the individual. This is not the time for the teacher of any language to follow the line of least resistance, to teach without the fullest possible knowledge of the implications of his medium [emphasis added]. Before we, either as individuals or as a Council, experiment with methods of doing specific things or block out a curriculum, let us spend some time with the best scholars in the various fields of language study to discover what they know, what they believe uncertain and in need of study. Let us go to the best sources and study the answers thoughtfully. The game of Gossip is not for us.” (p. 94)

While those of us living our lives as teachers, especially teachers of literacy in K-12 settings or in teacher education, may recognize many points above in our current debates about education reform—including some of the debates that simmer below the surface of the workings of NCTE—this piece is by Lou LaBrant and was published in the January 1947 issue of Elementary English (now Language Arts).

More than six decades after LaBrant wrote about the gap between research and practice, More than six decades after she implores us that “[t]his is not the time for the teacher of any language to follow the line of least resistance,” educators across the U.S. are faced with the failure of leaders, the public, and professional organizations in the face of the promise of universal public education and its potential to drive the great hope we call democracy.

The Locus of Authority: Our Time for Resistance

At the 100th anniversary annual convention for NCTE in Chicago (November 2011), I presented during a panel on the Council’s century of leadership in the field of literacy—reading from the essay above by LaBrant and suggesting how she would have responded to the current calls for Common Core State Standards (CCSS), increased testing, intensified value-added methods (VAM) for teacher accountability linked to those tests, and accelerating mandates driving teacher preparation and accreditation of colleges and departments of education.

I know from my work as the biographer of LaBrant that she was a powerful voice for the professionalism, scholarship, and teacher autonomy—including herself and every teacher with whom she interacted. LaBrant, in fact, during the early 1930s when enrolled in her doctoral program at Northwestern University, faced pressure while teaching English to implement required reading lists, textbooks, and benchmark testing, all of which she knew to be flawed practices.

What did LaBrant do?

She fabricated lesson plans with her roommate, the foreign language teacher, and submitted them each week while practicing the pedagogy she embraced—student choice in what they read and wrote, holistic instruction and assessment of literacy. At the end of the year, LaBrant and her students (yes, in the early 1930s) faced end-of-course testing, and LaBrant’s students received top scores. Consequently, she was praised by the principal in front of the entire faculty for her dedication to the prescribed policies.

This tension between bureaucratic mandates that seek to shift the locus of authority (consider Freire’s distinction between “authoritarian” and “authoritative”) away from the teacher and within the standards and tests designed and prescribed by the state is not entirely new (except for the intensity), but neither is the need for teachers to own their autonomy, their professionalism—to be that resistance.

Also at the 2011 NCTE annual convention, a convention of celebration, Susan Ohanian, Stephen Krashen, Carol Mikoda, Bess Altwerger, Joanne Yatvin, and Richard J. Meyer proposed a resolution: NCTE will oppose common core standards and national tests. [2] This act of resistance, this act of teacher autonomy and professionalism resulted in what Catherine Gewertz in the Curriculum Matters blog at Education Week describes as: “The National Council of Teachers of English was asked by a group of its members to take a strong stand against the common standards, but it declined to do so.”

This is a time when political leaders, the public, and national organizations have abdicated their moral obligation to create and maintain universal public education for all children as a sacred trust between a free people and the promise of democracy.

As the faculty of Garfield High School (Seattle, WA) take a principled stand against MAP testing as a beacon of hope in the fog of corporate education reform, this is also a time for all educators to shine every light of our autonomy on what is right and what is wrong in the day-to-day pursuit of teaching children.

“This is not the time for the teacher of any [student] to follow the line of least resistance, to teach without the fullest possible knowledge of the implications of his medium.”

Charter Schools: A Primer

Stakeholders in education include virtually everyone in a democracy—students, parents, teachers, politicians, business leaders, the media, and more.

Historically, public education in the U.S. has experienced two continual popular narratives: (1) public schools are failing, and (2) [insert reform here] is needed to overhaul schools for (a) international competitiveness and (b) a stronger workforce.

Recently, charter schools have seen a significant rise in advocacy and implementation as a complex mechanism for reform. Along with that rise has come a new wave of research on the effectiveness of those charter schools, particularly as they compare with traditional public schools (TPS).

Most stakeholders in education receive their information about charter schools from the media; thus, when the media covers the charter school debate and research, the influence of those media accounts can be disproportional to the quality.

For example, The Post and Courier (Charleston, SC) has taken a strong position for charter schools in SC: “But there is one area where the state has taken bold steps to improve education: charter schools.” However, an analysis of charter schools in SC that compares state report card data between those charter schools and  TPS using the state metric of “Schools with Students Like Ours” revealed in 2012:

Charter schools in SC have produced outcomes below and occasionally typical of outcomes of public schools; thus, claims of exceptional outcomes for charter schools in SC are unsupported by the data (3/53 ABOVE Typical, 17/53 Typical, and 33/53 BELOW Typical).

Since the pattern of advocacy and implementation of charter schools includes a significant amount of support from political leaders, business leaders, the media, and advocates (such as charter-based organizations and think tanks), most stakeholders need a clear and accurate primer addressing what we currently know about charter school effectiveness, and that must be guided by this caution from Matthew Di Carlo:

There’s a constant barrage of data, reports and papers flying around, and sifting through it with a quality filter, as well as synthesizing large bodies of usually mixed evidence into policy conclusions, are massive challenges. Moreover, we all bring our pre-existing beliefs, as well as other differences, to the table. There are no easy solutions here.

But, one useful first step, at least in education, would be to stop pointing fingers and acknowledge two things. First, neither ‘side’ has anything resembling a monopoly on the misuse of evidence. And, second, such misuse has zero power if enough people can identify it as such.

One overarching point needs to be made about the charter school debate first. Charter advocacy and criticism both too often fail in their use of data, as Di Carlo warns, but both also make another mistake, ignoring the evidence base entirely.

What, then, is the current state of evidence on charter school effectiveness? [1] And, how do charter schools address, or not, clearly identified problems and goals of TPS—including what questions and concerns remain in the context of what the evidence suggests about charter school effectiveness?

• Research has repeatedly shown that measurable outcomes (test scores, graduation rates, college admissions rates, etc.) from charter schools produce about the same range of quality as TPS (and private schools) and that the type of school structure (charter v. TPS) appears not to be a determining factor in the outcomes with the demographics of the students and the community remaining powerful correlations with those outcomes.

• Claims of “miracle” schools fail to stand up under close scrutiny, but even if outliers exist in charter schools, outliers exist in TPS and private schools as well, and thus, outliers may prove to be ineffective models for scaling any success.

• Charter schools do not appear to address and often seem to mirror or increase key problems with TPS: (a) teacher assignment (high-needs students assigned to inexperienced and un-/under-certified teachers), (b) class and racial segregation, (c) selectivity and attrition of students, (d) teacher turnover and retention [“churn”], (e) concerns about excluding the most difficult sub-categories of high-needs students [English language learners, special needs students, highest-poverty students, students from home that cannot or will not pursue choices].

• Charter school student outcomes are often complicated by issues of selectivity, attrition, and scalability.

• Some charter school ideologies—notably “no excuses” policies—trigger concerns about classism and racism that are rarely weighed against data.

• Charter schools (along with school choice and home schooling) introduce problems concerning athletic participation as well as a wide range of extracurricular participation in TPS.

• Charter schools also complicate already stressed and controversial TPS funding policies and agendas.

The charter school debate seems to warrant a similar caution that many other reforms now deserve, including VAM-style teacher evaluation. As Di Carlo explains:

As discussed in a previous post, there is a fairly well-developed body of evidence showing that charter and regular public schools vary widely in their impacts on achievement growth. This research finds that, on the whole, there is usually not much of a difference between them, and when there are differences, they tend to be very modest. In other words, there is nothing about “charterness” that leads to strong results.

With commitments to charter schools, many policy makers are moving too quickly and failing to examine the evidence so far along with weighing that evidence against clearly defined problems with TPS and specifically identified goals for the reforms.

NFL again a Harbinger for Failed Education Reform?

During the impending NFL strike in 2011—the act of a union—I drew a comparison between how the public in the U.S. responds to unionization in different contexts:

“I am speaking about the possible NFL strike that hangs over this coming Super Bowl weekend: a struggle between billionaires and millionaires, which, indirectly, shines an important light on the rise of teacher and teacher union-bashing in the US. Adam Bessie, in Truthout, identifies how the myth of the bad teacher has evolved.”

Once again, the NFL is facing a situation that I believe and even hope is another harbinger of how education reform can be halted: A suit filed by the family of Junior Seau:

“The family said the league not only ‘propagated the false myth that collisions of all kinds, including brutal and ferocious collisions, many of which lead to short-term and long-term neurological damage to players, are an acceptable, desired and natural consequence of the game,’ but also that ‘the N.F.L. failed to disseminate to then-current and former N.F.L. players health information it possessed’ about the risks associated with brain trauma.”

This law suit has prompted a considerable amount of debate concerning whether or not the NFL as we currently know it could be dramatically reconfigured under the pressure of more law suits. In other words, the inherent but often ignored or concealed dangers of football are now being exposed by legal action, in much the same way as the tobacco industry was unmasked and thus the entire culture of smoking has radically changed in the last couple decades.

With the release of the Education Policy Analysis Archives (EPAA) Special Issue on “Value-Added Model (VAM) Research for Educational Policy,” a similar question should now be raised about the future of implementing high-stakes accountability policies that focus on teacher evaluation and retention through VAM-style metrics.

“High-Stakes Implementation of VAM,…Premature”

Two articles in the special issue from EPAA examines the validity and reliability of VAM-based teacher evaluation in high-stakes settings and then places these policies in the context of legal ramifications faced by districts and states for those policies.

“The Legal Consequences of Mandating High Stakes Decisions Based on Low Quality Information: Teacher Evaluation in the Race-to-the-Top Era” (Baker, Oluwole, & Green, 2013) identifies the current trend: “Spurred by the Race-to-the-Top program championed by the Obama administration and a changing political climate in favor of holding teachers accountable for the performance of their students, many states revamped their tenure laws and passed additional legislation designed to tie student performance to teacher evaluations” (p. 3). Because of the political and public momentum behind reforming teacher evaluation, Baker, Oluwole, and Green seek “to bring some urgency to the need to re-examine the current legislative models that put teachers at great risk of unfair evaluation, removal of tenure, and ultimately wrongful dismissal” (p. 5).

While Baker, Oluwole, and Green offer a detailed and evidence-based examination of the VAM-based and student growth model approaches to high-stakes teacher accountability, they ultimately place the weaknesses of reform policies in the context of potential challenges from teachers who believe they have been wrongfully evaluated or dismissed:

“In this section, we address the various legal challenges that might be brought by teachers dismissed under the rigid statutory structures outlined previously in this article. We also address how arguments on behalf of teachers might be framed differently in a context where value-added measures are used versus one where student growth percentiles are used. Where value-added measures are used, we suspect that teachers will have to show that while those measures were intended to attribute student achievement to their effectiveness, the measures failed to do so in a number of ways. That is, where value-added measures are used to assign effectiveness ratings, we suspect that the validity and reliability, as well as understandability of those measures would need to be deliberated at trial. However, where student growth percentiles are used, we would argue that the measures on their face are simply not designed for attributing responsibility to the teacher, and thus making such a leap would necessarily constitute a wrongful judgment. That is, one would not necessarily even have to vet the SGP measures for reliability or validity via any statistical analysis, because on their face they are invalid for this purpose.”

The analysis ultimately discredits both the use of narrow metrics to determine teacher quality and the high-stakes policies being implemented using those metrics, concluding with the ironic consequences of these policies: “Overly prescriptive, rigid teacher evaluation mandates, in our view, are likely to open the floodgates to new litigation over teacher due process rights. This is likely despite the fact that much of the policy impetus behind these new evaluation systems is the reduction of legal hassles involved in terminating ineffective teachers” (pp. 18-19).

In “Legal Issues in the Use of Student Test Scores and Value-added Models (VAM) to Determine Educational Quality” (Pullin, 2013), the rapid increase of VAM-based accountability is further examined in the context of “a wide array of potential legal issues [that] could arise from the implementation of these programs” (p. 2).

Pullin notes the motivation for reforming teacher evaluation:

“VAM initiatives are consistent with a highly publicized press from the business community and many politicians to make government services more like private business, data-driven to measure productivity and accountability (Kupermintz, 2003). VAM approaches are in part a response to concerns that the current system of selecting and compensating teachers based their education and credentials is insufficient for insuring teacher quality (Corcoran, 2011; Gordon, Kane & Staiger, 2006; Hanushek & Rivkin, 2012; Harris, 2011). There have been increasing expressions of concern that teacher evaluation practices are not robust and do not improve practice (Kennedy, 2010). In the contemporary public policy context, much of the support for the use of student test scores for educator evaluation comes from a concern that the current system for evaluation is ineffective and that the current legal protections for teachers are too cumbersome for schools seeking to terminate teachers (Harris, 2009, 2011).”

While a business model for addressing quality control of a work force may seem efficient, Pullin highlights that legal ramifications are likely with these new models.

Pullin’s analysis offers a detailed and useful examination of previous court cases involving the use of test scores to evaluate educators, including recent cases involving VAM, concluding that the picture is not clear on how the courts may rule in the future, but that a pattern exists of “heavy judicial deference to state and local education policymakers and the allure of using test scores to make decisions about education quality” (p. 5).

Further, Pullin notes “there are differences of perspective among social scientists about VAM and the defensibility of using it to make high-stakes decisions about educators,” further complicating the concerns of legal action (p. 9).

While raising many other complications, Pullin also notes that students and parents may enter legal battles using VAM metrics “to substantiate their own legal claims that schools are not meeting their obligations to provide education” (p. 14).

Pullin concludes with a sobering look at teacher quality reform built on VAM and implemented in high-stakes environments:

“In the broad contemporary public policy context for education reform, the desire for accountability and transparency in government, coupled with heavily financed criticisms of public school teachers and their unions, may mean that VAM initiatives will prevail. The concerns of education researchers about VAM, coupled with legal obligations for the validity and reliability of education and evaluation programs should require judges and education policymakers to take a closer look for future decision-making. At the same time, the social science research community should be generating substantial new and persuasive evidence about VAM and the validity and reliability of all of its potential uses. For public policymakers, there are strong reasons to suggest that high-stakes implementation of VAM is, at best, premature and, as a result, the potential for successful legal challenge to its use is high. The use of VAM as a policy tool for meaningful education improvement has considerable limitations, whether or not some judges might consider it legally defensible.” (p. 17)

Like the NFL, federal and state governments may soon be compelled to reform the reform movement under the threat of legal action from a variety of stakeholders since the science of teacher evaluation remains far behind the curve of implementation, particularly when teacher evaluation is high-stakes and based on VAM and other metrics linked to student test scores.

The special issue from EPAA is yet another call for political leadership to pause if not end wide-scale teacher evaluation and retention models that pose legal, statistical, and funding challenges that those leaders appear unwilling to acknowledge or address.

Assembled Pieces Reveal Disturbing Reform Picture

Every time I write about Michelle Rhee, as I noted in a recent post, I feel like I should reenact the shower and wire-brush scene in Silkwood to purge myself of participating in the ceaseless media attention disproportionately afforded Rhee while the voices, daily efforts, and expertise of K-12 practitioners are not just ignored, but marginalized and even demonized.

So it is with a shared reservation (see Jose Vilson’s excellent post) that I once again wade into the Common Core State Standards (CCSS) debate—not to rehash my unequivocal opposition to the CCSS movement, but to offer a brief look at the picture revealed once all the pieces of the corporate/ “no excuses” reform movement puzzle are assembled. First, then, let me identify the primary pieces of that puzzle:

CCSS

National high-stakes tests built on CCSS

Reformed teacher evaluation driven by VAM-based teacher ranking

Teach for America

Charter schools

These various pieces are an effective strategy with a common thread because separately each reform element creates a focal point of debate; for an educator or researcher to challenge any one of these policies is a seemingly endless task since the reform agenda is being set by those with political and financial power. Refuting the need for new standards, much less the flaws with implementing those new standards, immediately positions educators as reactionary and allows the self-appointed reformers to characterize those challenges as being for the status quo and against reform and accountability.

For example, teachers in my home state of South Carolina who have spoken against VAM-style teacher evaluation reform have been publicly labeled by the state superintendent of education, Mick Zais, as trying to avoid being held accountable for their work.

The picture these reform pieces show is not a patchwork of evidence-based and innovative strategies for improving public education, but a carefully unified process of infusing even more deeply the power of high-stakes standardized testing into the fabric of public schools. Look beneath any of the elements listed above and find the allure of new and better tests, as Secretary of Education Arne Duncan (2010) celebrated himself:

Today is a great day! I have looked forward to this day for a long time–and so have America’s teachers, parents, students, and school leaders. Today is the day that marks the beginning of the development of a new and much-improved generation of assessments for America’s schoolchildren. Today marks the start of Assessments 2.0. And today marks one more milestone, testifying to the transformational change now taking hold in our nation’s schools under the courageous leadership and vision of state and district officials.

Duncan’s entusiasm doesn’t stop there:

This new generation of mathematics and English language arts assessments will cover all students in grades three through eight and be used at least once in high school in every state that chooses to use them. In addition, the PARCC consortium will develop optional performance tasks to inform teachers about the development of literacy and mathematics knowledge and skills in kindergarten through second grade.

I am convinced that this new generation of state assessments will be an absolute game-changer in public education. For the first time, millions of schoolchildren, parents, and teachers will know if students are on-track for colleges and careers–and if they are ready to enter college without the need for remedial instruction. Yet that fundamental shift–re-orienting K-12 education to extend beyond high school graduation to college and career-readiness–will not be the only first here.

For the first time, many teachers will have the state assessments they have longed for– tests of critical thinking skills and complex student learning that are not just fill-in-the-bubble tests of basic skills but support good teaching in the classroom.

And what provides the basis upon which Duncan makes these claims?:

Yet existing assessments are only part of the problem. An assessment system and curriculum can only be as good as the academic standards to which the assessments and curriculum are pegged. We want teachers to teach to standards–if the standards are rigorous, globally competitive, and consistent across states. Unfortunately, in the last decade, numerous states dummied down their academic standards and assessments. In effect, they lied to parents and students. They told students they were proficient and on track to college success, when they were not even close.

The Common Core standards developed by the states, coupled with the new generation of assessments, will help put an end to the insidious practice of establishing 50 different goalposts for educational success. In the years ahead, a child in Mississippi will be measured against the same standard of success as a child in Massachusetts.

Even if we account for the sort of soaring rhetoric associated with political discourse, Duncan clearly envisions policy that must include a staggering and unprecedented commitment to testing that rises to the level of parody. But for all stakeholders in public education, the results of all the policies linked to standardized testing must include a brave new world of testing that boggles the mind in terms of the amount of time and funding required to design, field test, implement, and manage pre- and post-tests aligned with CCSS for every single course and teacher year after year after year.

As Yong Zhao has detailed carefully in an exchange with Marc Tucker, commitments to education reform policy linked to CCSS and the high-stakes tests built on these new standards are not anything new, are not justified by any clearly identified problems or needs, and are not consistent with the larger democratic goals of universal public education:

[L]et me restate my main point: it is impossible, unnecessary, and harmful for a small group of individuals to predetermine and impose upon all students the same set of knowledge and skills and expect all students progress at the same pace (if the students don’t, it is the teachers’ and schools’ fault). I am not against standards per se for good standards can serve as a useful guide. What I am against is Common and Core, that is, the same standards for all students and a few subjects (currently math and English language arts) as the core of all children’s education diet. I might even love the Common Core if they were not common or core.

Classroom teachers, educational researchers, and educational historians have offered and continue to offer a clear and valid voice that Duncan’s claims and the resulting policies are deeply flawed, but as Brian Jones asks, “If all of this testing is so bad for teaching and learning, why is it spreading?” According to Jones, the answer detailed in the full picture is clear:

As the tests spread and the consequences associated with them rise, absurdities abound….

The shift toward using student data to evaluate teachers is part of a larger trend of restructuring public education to align it with the rest of the economy. As one of the last heavily unionized groups of workers in the country, teachers stand in the way of privatization. And to the extent that they are self-governed, self-motivated and enjoy professional autonomy, teachers are a ‘bad’ example for other workers.

Even though it may not make for great teaching or genuine learning, high-stakes standardized testing is spreading because it is the perfect tool for controlling and disciplining teachers–and for training the next generation to internalize the priorities of the system.

The attempt to quantify and track every aspect of an employee’s ‘performance’ is not new.

Standardized testing—the inevitable consequence of commitments to CCSS, reformed teacher evaluation, and each piece of the corporate reform puzzle—combines the veneer of objectivity with the power of perpetual control over schools, teachers, and students, what Foucault characterized as “…entering the age of infinite examination and of compulsory objectification” (p. 200):

The exercise of discipline presupposes a mechanism that coerces by means of observation; an apparatus in which the techniques that make it possible to see induce effects of power in which, conversely, the means of coercion make those on whom they are applied clearly visible….

[T]he art of punishing, in the regime of disciplinary power, is aimed neither at expiation, nor precisely at repression….It differentiates individuals from one another, in terms of the following overall rule: that the rule be made to function as a minimal threshold, as an average to be respected, or as an optimum toward which one must move. It measures in quantitative terms and hierarchizes in terms of value the abilities, the level, the ‘nature’ of individuals….The perpetual penalty that traverses all points and supervises every instant in the disciplinary institution compares, differentiates, hierachizes, homogenizes, excludes. In short, it normalizes….

The examination combines the techniques of an observing hierarchy and those of normalizing judgment. It is a normalizing gaze, a surveillance that makes possible to qualify, to classify, and to punish….

In discipline, it is the subjects who have to be seen. Their visibility assures the hold of the power that is exercised over them. It is the fact of their being constantly seen…that maintains the disciplined individual in his subjection. And the examination is the technique by which power…holds them in a mechanism of objectification. (pp. 177, 170, 197, 199)

Now, in the context of whether or not the U.S. is committed to universal public education as a central element of a commitment to democracy and individual liberty, and then whether or not education reform is seeking that foundational goal, time has come to set aside the puzzle-piece-by-puzzle-piece dismantling of the corporate reform agenda and confront directly the central flaw with the picture itself, as Jones acknowledges:

The solution to this dilemma is not to develop better tests, but to tear down the whole enterprise of high-stakes standardized assessment and replace it with authentic assessments that are organic to the process of real teaching and learning.

In sum, the attempt to quantify learning and teaching in a standardized manner is extremely expensive; takes up weeks and, in some places, months of time in school; narrows the curriculum; undermines the intrinsic joy of learning; and leads to a culture of corruption and cheating. As a measure of student learning, standardized tests are an extremely limited instrument. As a measure of teacher effectiveness, they are even more flawed.

Measuring, labeling, ranking, and then sorting students, teachers, and schools is an anti-democratic process, a dehumanizing process, and a mechanism for control. At the center of this process being antithetical to both our democracy and our faith in education is the fundamental flaw of high-stakes standardized testing.

Do many of the puzzle pieces of the corporate reform puzzle misuse standardized tests and the data drawn from those tests? Yes.

But we must not fall prey to the simplistic claim that the problem is how tests are used and not the tests themselves.

The ugly full picture of corporate reform shows that the problem is testing. Period.

Beware Reports Claiming “No Excuses”

As compelling as “miracle” schools and “no excuses” ideologies remain in political and public discourse, careful and evidence-based examinations of both repeatedly show that the rhetoric is a mask for corporate-style reform agendas that ignore and perpetuate inequity—instead of confronting inequity.

Summary of Review

This Public Agenda report profiles nine high-poverty schools in Ohio that the authors believe have exhibited “sustained success.” It first lists 11 commonly accepted attributes they assert are demonstrated across the profiled schools. The report then offer s six general recommendations for other schools to achieve and sustain success, although the connection between the attributes and the recommendations is unclear. How these “key attributes” and subsequent recommendations were derived from the interviews is not specified. The school selection criteria suggests sample bias. Six of the nine schools were from a state “schools of promise” list and three were not. Four of the schools’ poverty levels were near the state average, belying the high-poverty claim in the report’s title. The report’s biggest deficiency is that, while it is presented as addressing equity needs, and the interviewees pointed out that poverty related factors must be addressed, the recommendations fail to propose remedies or explicitly address these factors. This omission puts the report precariously close to the discredited “no excuses” genre. The common sense nature of the recommendations will likely be found acceptable to many readers, but the proposals are not sufficiently grounded in either the study’s own data or in the larger body of research. In sum, these shortcomings marginalize the work’s usefulness in advancing school reform and educational equity.

There’s a haunting lyrics in The National’s “Daughters of the Soho Riots” (Alligator): “How can anybody know/How they got to be this way.”

The question speaks, although not intentionally or directly, to the arrogance at the core of the “No Excuses” education reform claim as it addresses poverty. Like the failed two-party political system in the U.S., the education reform agenda is mired in delusion and negligence—delusion from the “No Excuses” Reformers (NER) and negligence by the progressive status quo of public education. The critical and radical Social Context Reform (SCR) voice remains primarily marginalized and silenced.

Social Context Reform, in fact, is captured succinctly by Martin Luther King Jr. in hisFinal Words of Advice: “We are likely to find that the problems of housing and education, instead of preceding the elimination of poverty, will themselves be affected if poverty is first abolished.”

And this represents as well the foundational source of the delusion perpetuated by NER who hold the political power (Secretary of Education Arne Duncan), the wealth (Bill Gates), and the media spotlight (Michelle Rhee) that overwhelm SCR. Let’s, then, consider NER delusions.

• Is the U.S. a meritocracy? For the NER, the answer is yes, but the evidence reveals otherwise. In society and in schools, people and children tend to remain in the disadvantage or advantage of their births. The U.S. is distinctly not a country that rewards merit, but the NER speak with and to this myth in order, ironically, to maintain the status quo of privilege and austerity in the country and its schools.

• Is poverty destiny? A rallying slogan for NER is “poverty is not destiny,” but again this saying ignores that poverty is destiny, just as affluence is destiny. Further, NER have directly claimed that a child’s ZIP code does not determine that child’s opportunity to learn—despite the overwhelming evidence children are trapped by the accident of where they are born. The home, community, and school any child happens to experience due to factors that child has not determined are powerfully linked to the opportunities and outcomes of that child’s learning.

• Should we aspire to the template of the rugged individual? The Ayn Rand cartoon version of rugged individualism is compelling for Americans, trapped in a belief culture, and NER manipulate that delusional faith in the rugged individual to perpetuate the harsh and judgmental tenets of “no excuses” school practices—such as extended school days, extensive homework, test-based accountability for students and teachers, zero tolerance discipline policies, and contract-based admissions to selective charter schools. Though compelling, no one actually succeeds without some (or a great deal) communal support, some accident of privilege, or the disregarded and trivialized advantages offered by the commons (see Malcolm Gladwell’s unmasking of the rugged individualism myth in Outliers).

• Is anyone defending the public school status quo? Strawman arguments are common among NER with the status quo slur being central to that tactic. Progressives are clearly a part of the status quo, but the arguments coming from the SCR movement are voices that have long called for significant and even radical education reform. While the NER policies entrench inequity by directly mentioning poverty, the SCR calls for reform seek to change society and schools for democracy, equity, and agency.

• Is anyone using poverty as an excuse? By implication and even directly, NER perpetuate this strawman argument to reinforce the status quo charge; yet, I have yet to witness any SCR teacher or scholar who moves from offering the fact of poverty overwhelmingly impacting student outcomes to seeing that reality as fatalistic, and thus an excuse for slovenly teaching or inequitable schools. More common, I have found, is that teachers maintain their genuine commitment to teaching despite the tremendous evidence that they rarely make a measurable impact on their students (since numbers mean far less to most educators than to NER).

• Are teacher quality and union influence the primary roadblocks to education overcoming the weight of poverty in student learning? NER narratives are embedded in many layers of the media—from uncritical journalism to partisan political discourse to popular media such as Waiting for “Superman” and Don’t Back Down. Two elements of that narrative have been the myth of the bad teacher and the corruption of unions and tenure. The teacher quality strawman is a mask for the real teacher quality issue facing schools: Affluent children receive the best and most experienced teachers while impoverished children, children of color, ELL students, and special needs students disproportionately are assigned to un-/under-certified and inexperienced teachers (increasingly Teach for America recruits). The union/tenure charade is also a mask that hides the more powerful correlation with student outcomes—poverty. Unionized states have higher test scores than right-to-work states, but that data hide the deeper connections to poverty entrenched in those non-union states. As long as NER can keep the public and political leaders gazing at “bad” teachers, lazy tenured teachers, and corrupt unions, poverty and inequity remain untouched and the privileged status quo intact.

• Have choice broadly and charter schools narrowly revealed effective alternatives for addressing poverty and inequity? Market forces respond to capital, and thus are ill-suited to address inequity; market forces, in fact, appear to fail despite the NER faith in parental choiceCharter schools also have produced few differences when compared to public schools (or even private schools), but are re-segregating education.

In Ursula K. LeGuin’s “The Ones Who Walk Away from Omelas,” she presents an allegory of privilege, a narrative that exposes how privilege exists upon the back of oppression:

“They all know it is there, all the people of Omelas. Some of them have come to see it, others are content merely to know it is there. They all know that it has to be there. Some of them understand why, and some do not, but they all understand that their happiness, the beauty of their city, the tenderness of their friendships, the health of their children, the wisdom of their scholars, the skill of their makers, even the abundance of their harvest and the kindly weathers of their skies, depend wholly on this child’s abominable misery.” (Le Guin, 1975, p. 282)

NER in education maintains the delusion that privilege can somehow be separated from inequity. SCR, however, seeks to pull aside the myth in order to pursue the dream of King in which we continue to seek equity in society and schools in the U.S.—by genuine social reform then wedded to educational reform.

Between Educational Research and the Public, a Cloud of Misinformation

Walt Gardner, blogging at Education Week, has posted “Esoteric Formulas and Educational Research,” concluding (with a focus on the complex formulas used in pursuit of value added methods of evaluating teachers):

The point is that we are too accepting of research that relies heavily on esoteric formulas. I want evidence to support conclusions about educational issues. But the evidence has to be understandable. Just as legal contracts now are increasingly written with consumers in mind, I hope that educational studies will do the same in the future. Taxpayers are entitled to know if students are being well taught, but they can’t make that judgment when they are given incomprehensible data.

I would suggest that the greatest problem related to educational research is that a cloud of misinformation exists between good educational research/data and the public; and that this cloud is created by political leaders, think tank advocacy groups, and the media [1] who all either do not understand stats or purposefully misuse stats. I also believe some see the world only through a technocratic lens (such as the pursuit of VAM)—also a huge failure of applying appropriate paradigms in different contexts. Larry Ferlazzo has recently cited Nate Silver, who recognizes VAM as misguided: “There are certainly cases where applying objective measures badly is worse than not applying them at all, and education may well be one of those.”

Democracy and the market both work best for the public good when the public and consumers are informed. Political leaders, think tanks, and the media do no one any good by continually being inept themselves (and dishonest) in the use and misuse of research to drive political agendas or advance their own brand.
