Beware the Roadbuilders 2021

I entered the classroom as a high school English teacher in Upstate South Carolina in the fall of 1984, coinciding with the start of the high-stakes accountability movement in my home state as well as across the U.S.

Many people identify the Nation at Risk report under Ronald Reagan as ground zero for the accountability movement that entrenched patterns of school reform lasting until today—ever-changing standards, ever-changing high-stakes tests, and a never-ending refrain that schools are failing.

George W. Bush brought state-level education reform/accountability to the federal level with the bi-partisan No Child Left Behind, and then Barack Obama doubled down on the same basic concepts and approaches despite decades of accountability measures not working.

As a result, when I entered the world of blogging and public commentary during Obama’s administration, I found two enduring and powerful metaphors for the essential flaws of the accountability/education reform movement.

One is from Oscar Wilde: “But their remedies do not cure the disease: they merely prolong it. Indeed, their remedies are part of the disease.”

And the other is inspired by a scene from Alice Walker’s The Color Purple, detailed in a letter from Nettie to Celie:

The first thing I should tell you about is the road. The road finally reached the cassava fields about nine months ago and the Olinka, who love nothing better than a celebration, outdid themselves preparing a feast for the roadbuilders who talked and laughed and cut their eyes at the Olinka women the whole day. In the evening many were invited into the village itself and there was merrymaking far into the night. I think Africans are very much like white people back home, in that they think they are the center of the universe and that everything that is done is done for them. The Olinka definitely hold this view. And so they naturally thought the road being built was for them [emphasis added]. And, in fact, the roadbuilders talked much of how quickly the Olinka will now be able to get to the coast. With a tarmac road it is only a three-day journey. By bicycle it will be even less. Of course no one in Olinka owns a bicycle, but one of the roadbuilders has one, and all the Olinka men covet it and talk of someday soon purchasing their own.

Well, the morning after the road was “finished” as far as the Olinka were concerned (after all, it had reached their village), what should we discover but that the roadbuilders were back at work. They have instructions to continue the road for another thirty miles! And to continue it on its present course right through the village of Olinka. By the time we were out of bed, the road was already being dug through Catherine’s newly planted yam field. Of course the Olinka were up in arms. But the roadbuilders were literally up in arms. They had guns, Celie, with orders to shoot!

It was pitiful, Celie. The people felt so betrayed! They stood by helplessly—they really don’t know how to fight, and rarely think of it since the old days of tribal wars—as their crops and then their very homes were destroyed. Yes. The roadbuilders didn’t deviate an inch from the plan the headman was following. Every hut that lay in the proposed roadpath was leveled. And, Celie, our church, our school, my hut, all went down in a matter of hours. Fortunately, we were able to save all of our things, but with a tarmac road running straight through the middle of it, the village itself seems gutted.

Immediately after understanding the roadbuilders’ intentions, the chief set off toward the coast, seeking explanations and reparations. Two weeks later he returned with even more disturbing news. The whole territory, including the Olinkas’ village, now belongs to a rubber manufacturer in England. As he neared the coast, he was stunned to see hundreds and hundreds of villagers much like the Olinka clearing the forests on each side of the road, and planting rubber trees. The ancient, giant mahogany trees, all the trees, the game, everything of the forest was being destroyed, and the land was forced to lie flat, he said, and bare as the palm of his hand.

The Color Purple

From this, I drew a conclusion that has served as a guiding metaphor for my criticism of the education reform movement and the title of one of my books, Beware the Roadbuilders: Literature as Resistance (Garn Press): “Beware the roadbuilders. They are not here to serve you, they are on their way to bulldoze right over you.”

I have come back to this metaphor as both ongoing criticism and confirmation that accountability is a failed approach to education reform.

One element of the tension between the accountability/education reform movement and those of us committed to education and social reform grounded in equity (and not accountability) is the shared acknowledgement that universal public education has a long history of failing marginalized and oppressed populations of students, reflecting the larger failures of communities, states, and the broader U.S. to serve marginalized and oppressed people.

It is 2021, and in my home state of SC, the metaphor I have depended on is being vividly and callously brought to reality:

The dismantling of Black communities for state and federal highways is not just a thing of the past. It’s happening now a few miles north of Charleston with the proposed West I-526 Lowcountry Corridor, at a time when President Biden and his transportation secretary have vowed to stop it.

South Carolina is proposing to sweep aside dozens of homes, and potentially hundreds of people, to widen a freeway interchange choked with traffic in this booming coastal region. The $3 billion project is expected to begin about two years after the plan becomes final. …

Under the state’s preferred proposal for the interchange upgrade, 94 percent of people and structures that would be displaced live in environmental justice communities mostly composed of Black and Brown residents.

Black people are about to be swept aside for a South Carolina freeway — again

It is 2021, and I must reach the same conclusion I drew in 2014: Beware the roadbuilders. They are not here to serve you, they are on their way to bulldoze right over you.

‘White Men’s Roads Through Black Men’s Homes’: Advancing Racial Equity Through Highway Reconstruction, Deborah N. Archer

Abstract

Racial and economic segregation in urban communities is often understood as a natural consequence of poor choices by individuals. In reality, racially and economically segregated cities are the result of many factors, including the nation’s interstate highway system. In states around the country, highway construction displaced Black households and cut the heart and soul out of thriving Black communities as homes, churches, schools, and businesses were destroyed. In other communities, the highway system was a tool of a segregationist agenda, erecting a wall that separated White and Black communities and protected White people from Black migration. In these ways, construction of the interstate highway system contributed to the residential concentration of race and poverty, and created physical, economic, and psychological barriers that persist.

Today, the interstate highway system is on the verge of transformational change as aging highways around the country are crumbling or insufficient to meet growing demand and must be rebuilt or replaced. The possibility of significant infrastructure development offers an opportunity to redress some of the harm caused by the interstate highway system, to strengthen impacted communities, and to advance racial equity. Still, there is a risk that federal, state, and local highway builders will repeat the sins of the past at the expense of communities of color whose homes, businesses, and community institutions again stand in the path of the bulldozers. Moreover, there is reason to believe that traditional civil rights laws, standing alone, are insufficient to redress the structural and institutional racism that shaped the interstate highway system and continues to threaten communities of color as the highways are rebuilt.

This Article is the first in the legal literature to explore in depth the racial equity concerns and opportunities raised by modern highway redevelopment. It also builds upon the work of legal scholars who advocate for addressing systemic racial inequality by requiring that policymakers conduct a thorough and comprehensive analysis of how a proposed action, policy, or practice will affect racial and ethnic groups. The Article concludes by proposing a way forward for highway redevelopment projects: requiring jurisdictions to complete comprehensive racial equity impact studies prior to any construction. Racial equity impact studies have been used or proposed in various contexts to reform racialized institutions and structures. This Article argues that highway redevelopment projects should join this growing list.

Educational Accountability and the Science of Scapegoating the Powerless

Several years ago when I submitted an Op-Ed to the largest newspaper in my home state of South Carolina, the editor rejected the historical timeline I was using for state standards and testing, specifically arguing that accountability had begun in the late 1990s and not in the early 1980s as I noted.

Here’s the interesting part.

I began teaching in South Carolina in the fall of 1984, the first year of major education reform under then-governor Richard Riley. That reform included a significant teacher pay raise, extended days of working for teachers, and the standards-testing regime that would become normal for all public education across the U.S.

In fact, SC’s accountability legislation dates back to the late 1970s (I sent her links to all this).

As a beginning teacher, the only public schooling I ever knew was teaching to standards and high-stakes tests by identifying standards on my lesson plans and implementing benchmark assessments throughout the academic year to document I was teaching what was mandated as a bulwark against low student tests scores. State testing, including punitive exit exams, pervaded everything about being an English teacher.

Yet, an editor, herself a career journalist, was quick to assume my expertise as a classroom practitioner and then college professor of education was mistaken.

This is a snapshot of how mainstream media interact with education as a topic and educators as professionals.

I am reminded of that experience over and over in fact as I read media coverage of education. Take for example this from Education Week, Want Teachers to Motivate Their Students? Teach Them How, which has the thesis:

Most teachers intrinsically understand the need to motivate their students, experts say, but teaching on intuition alone can lead to missteps in student engagement.

A study released in May by the Mindset Scholars Network, a collaborative of researchers who study student motivation, found most teacher education programs nationwide do not include explicit training for teachers on the science of how to motivate students.

Two key elements of this article stand out: The new scapegoat in proclaiming education a failure is teacher education and the go-to failure is always about a lack of “science” in teacher education.

This article on motivation is following a media template well worn recently about students in the U.S. can’t read because teachers are not taught the “science of reading,” you guessed it, in their teacher education programs.

As I detailed in a Twitter thread, scapegoating teacher education has many flaws, and my experience and expertise as a teacher educator for almost two decades, following almost two decades as a classroom teacher, inform my understanding of how finding scapegoats for educational failure during the accountability era is fool’s gold.

How has the accountability era gone in terms of where the accountability and locus of power lie, then?

In the 1980s and 1990s, the accountability mechanisms focused on holding students accountable (think exit exams) and schools accountable (student test scores often translated into school rankings or grades, designating schools as “failing,” for example).

Keep in mind that students had no power in that process, and that schools were merely agents of the standards being implemented, again outside the power dynamics of those mandates being determined.

With No Child Left Behind spawned by the false claims of the Texas Miracle, the accountability era was greatly accelerated, including a creeping sense that the process wasn’t improving education but it was punishing students (lower graduation rates due to exit exams) and demonizing schools (most high-poverty and high-racial minority schools were labeled as “failing”).

By the administration of Barak Obama, with education policy under another false narrative (the Chicago Miracle) and false ambassador with no background in education other than appointments (Arne Duncan), the scapegoating took a turn—the problem, went the new message, was “bad” teachers and the solution was not holding students or schools accountable for test scores but those teachers (the era of value-added methods [VAM]).

As some have noted and documented, teacher bashing increased and then prompted a backlash (see magazine covers from Time for a great series of artifacts on this); it seems that VAM proved to be a false metric for accountability and that maybe teachers were not the problem after all.

With the scapegoat role now vacant, the media have discovered a new candidate, teacher education.

Let’s here recognize that once again the power context is way off in who is determining the accountability and who is being held accountable. For the most part, teachers and teacher educators are relatively powerless agents who are mandated to implement standards and assessments that they do not create and often do not endorse as valid.

Now consider another really important reason accountability in education is deeply flawed: The constant misguided scapegoating of powerless agents in formal teaching and learning is a distraction from the actual causal sources for educational challenges.

Fun fact: Decades of research from educators and education scholars have detailed that out-of-school factors overwhelmingly determine measurable student outcomes, some estimates as high as 80+% and most scholars agreeing on 60%. Teacher quality’s impact on measurable student achievement has been identified repeatedly as only about 10-15%.

Yet, the entire accountability era since the early 1980s has focused on in-school reforms only (scapegoating along the way), while tossing up hands and embracing harsh ideologies such as “no excuses” practices that argue teachers fail students with the “soft bigotry of low expectations” and students fail because they lack “grit” or a growth mindset.

Many of us have doggedly argued for social context reform, addressing socio-economic reform first and then reforming education along equity (not accountability) lines next, or concurrently. Many of us have also demonstrated that “grit” and growth mindset have racist and classist groundings that are harmful.

For those positions, we have been demonized and marginalized for decades.

So imagine my surprise when, first, the tide shifted on teacher bashing (I have 34 posts on my blog discrediting VAM and dozens on misunderstanding teacher quality) and then these articles: Better Schools Won’t Fix America (The Atlantic), The Harsh Discipline of No-Excuses Charter Schools: Is It Worth the Promise? (Education Week), and Unchartered territory: 2020 Democrats back away from charter schools (MSN).

My blog posts, however, on social context reform and poverty (157), “no excuses” reform (70), and the mirage of charter schools (80) have either mostly been ignored or are harshly (even angrily) rejected. Like my interaction with the editor discussed in the opening, my experience and expertise as an educator and education scholar have held almost no weight with those in power pr the media.

The media and journalists as generalists seem deeply resistant to learning a lesson they create over and over.

Take for a current example Karin Wulf’s examination of Naomi Wolff and Cokie Roberts; Wulf herself is a historian:

It’s been a tough few weeks for amateur history. First, journalist Naomi Wolf discovered on live radio that she had misinterpreted key historical terms in her new book, “Outrage,” leading her to draw the wrong conclusions. A week later, journalist Cokie Roberts, too, got a quick smackdown when she claimed on NPR that she couldn’t find any incidence of abortion advertised in 19th century newspapers, a claim quickly disproved by historians.

Wolf and Roberts fell victim to a myth widely shared with the American public: that anyone can do history. Whether it’s diving into genealogy or digging thorough the vast troves of digital archives now online, the public has an easy way into the world of the past. And why would they imagine it takes any special training? After all, the best-selling history books are almost always written by non-historians, from conservative commentators like Bill O’Reilly to journalists like Wolf and Roberts.

Wulf’s confronting “that anyone can do history” immediately prompted in me my experience when I first moved from teaching high school English (and adjuncting at several colleges, including being a lead instructor in a university-based summer institute of the National Writing Project) to higher education. My university was debating a curriculum change that included dropping traditional composition courses (popularly known as English 101 and English 102) for first-year seminars.

One of those first-year seminars was to be writing-intensive, and the argument being posed was that any professor could teach writing.

This change passed, and the English department and professors were relieved of sole responsibility for teaching writing.

Over the next eight years or so, the university learned a really disturbing lesson (one I could have shared in the beginning): “Any professor can teach writing” is false.

As Wulf argues about history, with writing and education, experience and expertise matter.

So here I sit again, writing over and over that the media are getting reading wrong, that scapegoating teacher education is missing the real problem.

How many years will it take until I see articles “discovering” these facts as if no one with experience and expertise ever raised the issue?

Reformed to Death: Discipline and Control Eclipse Education

An enduring gift of being a student and a teacher is that these experiences often create lifelong and powerful personal and professional relationships. Reminiscing about these experiences, however, is often bittersweet because we are simultaneously reminded of the great promise of education as well as how too often we are completely failing that promise.

After writing about my two years as as a co-lead instructor for a local Writing Project summer institute, the former student I discussed called me, and we found ourselves wading deeply into the bittersweet.

She has in the intervening years been a co-facilitator in the same workshop where I taught her now more than 15 years ago; she also has worked in many capacities providing teachers professional development and serving as a mentor to pre-service teachers completing education programs and certification requirements.

As we talked, the pattern that emerged is extremely disturbing: the most authentic and enriching opportunities for teachers are routinely crowded out by bureaucratic and administrative mandates, often those that are far less valid as instructional practice.

In my chapter on de-grading the writing classroom, I outlined how the imposition of accountability ran roughshod over the rise of the National Writing Project (NWP), which embodied both the best of how to teach writing and a gold standard approach to professional development.

What is best for teachers and what is best for students, however, are mostly irrelevant in the ongoing high-stakes accountability approach to education reform, a process in which discipline and control eclipse education.

Local sites of the NWP are crucibles of how the reform movement is a death spiral for authentic and high-quality teaching and learning as well as teacher professionalism.

At the core of the NWP model is a charge that teachers must experience and become expert in that which they teach; therefore, to guide students through a writing workshop experience, teachers participate in extended summer writing workshop institutes.

While NWP site-based institutes and other programs thrived against the weight of the accountability era, that appears to be waning under the weight of accountability-based mandates that are in a constant state of reform; teachers are routinely required to seek new certification while they and their students must adapt to a perpetually different set of standards and high-stakes tests.

That bureaucracy is often Orwellian since “best practice” and “evidence-based”—terminology birthed in authentic contexts such as the NWP—have become markers for programs and practices that are aligned with standards and testing, not with the research base of the field. The logic is cripplingly circular and disturbingly misleading.

This erosion and erasing of teaching writing well and effectively is paralleled all across the disciplines in K-12 education, in fact—although how writing is particularly ruined in standards- and testing-based programs and practices remains our best marker of accountability as discipline and control, not as education.

I want to end here by staying with writing, but shifting to the sacred cow of the reform movement: evidence.

High-stakes testing of writing has been a part of state accountability and national testing (NAEP and, briefly, the SAT) for more than 30 years since A Nation at Risk ushered in (deceptively) the accountability era of K-12 public education in the U.S.

What do we know about high-stakes testing as well as the accountability paradigm driven by standards and tests?

George Hillocks has documented [1] that high-stakes testing of writing reduces instruction to training students to conform to anchor papers, template writing, and prescriptive rubrics. In other words, as I noted above, “best practice” and “evidence-based” became whether or not teaching and learning about writing conformed to the way students were tested—not if students had become in any way authentic or autonomous writers, and thinkers.

My own analysis of NAEP tests of writing [2] details that standardized data touted as measuring writing proficiency are strongly skewed by student reading abilities and significant problems with the alignment of the assessment’s prompts and scoring guides.

And now, we have yet more proof that education reform is fundamentally flawed, as Jill Barshay reports:

“(T)he use of the computer may have widened the writing achievement gap,” concluded the working paper, “Performance of fourth-grade students in the 2012 NAEP computer-based writing pilot assessment.”  If so, that has big implications as test makers, with the support of the Department of Education, move forward with their goal of moving almost all students to computerized assessments, which are more efficient and cheaper to grade.

Not only does high-stakes testing of writing fail the research base on how best to teach composition [3], but also the pursuit of efficiency [4] continues to drive all aspects of teaching and learning, effectively contradicting the central claims of reformers to be pursuing seemingly lofty goals such as closing the achievement gap.

Writing instruction and assessment are prisoners of the cult of proficiency that is K-12 education reform, and are just one example of the larger accountability machine that has chosen discipline and control over education.

Reform has become both the means and the ends to keeping students and teachers always “starting again,” “never [to be] finished with anything,” as Gilles Deleuze observed [5].

Barshay ends her coverage of the IES study on computer-based writing assessment with a haunting fear about how evidence drives practice in a high-stakes accountability environment, a fear I guarantee will inevitably become reality:

My fear is that some educators will respond by drilling poor kids in the QWERTY keyboard, when the time would be better spent reading great works of literature and writing essays and creative stories.

As long as reforming and accountability are the masters, we will continue to make the wrong instructional decisions, we will continue to be compelled to make the wrong decisions.

The Political Crisis Machine and Education Reform Ad Infinitum

We must imagine that if we were able to peak inside the imagination of politicians in the U.S., we would see only one scene on a loop:

Especially when our political leaders are addressing education, they cannot resist the urge to wallow in crisis discourse and to promise Utopian outcomes.

As I have documented before, the rush to declare public schools an abject failure and then offer prescriptions for bureaucratic reforms began at least in the 1890s with the Committee of Ten. Periodically, the exact same scenario repeats itself—not unlike the inevitable rebooting of superheroes that plagues the comic book industry, which can retell only the same origin stories over and over again.

In recent history, education reform experienced a Hulk-like transformation with A Nation at Risk (“We are in CRISIS!!!”) under Ronald Reagan—although it was a lie—spurring the accountability era.

Education reform over the past thirty years has been an endless parade of NEW!!! standards and NEW!!! high-stakes tests as well as a silly string of inane names for political policies that appear to have been generated by an Orwellian computer program: Goals 2000: Educate America Act, No Child Left Behind, Every Student Succeeds Act.

At their core, however, has been the same-old-same-old: Education is in CRISIS!!! but here is the reform solution (just like the last reform solution).

If politics is anything in the U.S., it is finding yourself in a hole and continuing to dig.

And thus: No Time to Lose How to Build a World-Class Education System State by State:

This first report explains why there’s no time to lose in rebuilding state education systems. However NCSL’s study group still has questions—and surely the reader does too—about how to design and implement these systemic changes in the states. Where should legislators begin—teacher recruitment or preparation, standards, assessments, early learning? How should states realign their resources? Do some of these policies fit together better into an actionable package? There is still much to learn and discover.

This report combines the CRISIS!!! we have come to expect with the breezy tone of an NPR story on education.

The opening of the Executive Summary reads like a brilliant parody from The Onion— filled with false but enduring claims:

The bad news is most state education systems are falling dangerously behind the world in a number of international comparisons and on our own National Assessment of Educational Progress, leaving the United States overwhelmingly underprepared to succeed in the 21st century economy.

Fact Check: Decades of evidence have proven that there is NO CORRELATION between measurable educational quality of a state or country and that state/country’ economic status. As well, NAEP data and all standardized testing (notably PISA, which is central to this report’s claims) has been repeatedly proven to reflect mostly socioeconomic status of those students taking the tests—not school, teacher, or standards quality.

Therefore, the grounding CRISIS!!! of this report once again suggests there is little to gain from this report.

This report is fatally flawed by crisis discourse, simplistic international comparisons based on high-stakes test scores, linking measurable education quality to economic health and workforce quality, and remaining trapped in the ignored bitter lessons from chasing better tests.

Like the 87th retelling of the Batman origin, this report is doomed by a total lack of imagination—trapped in a narrative that politicians think will change each time they tell it. But also like those superhero reboots, there are kernels of potential buried under the scrambling feet of movie goers fleeing the (manufactured) Blob as it squeezes into the theater.

So, what about the reform solutions offered here?

Let’s consider the report’s primary focus on Elements of a World-Class Education System:

  • “Children come to school ready to learn, and extra support is given to struggling students so that all have the opportunity to achieve high standards.” As linked above, and since this report highlights Ontario, Canada, this element is extremely important because the socioeconomic status of any child’s home, especially in the first years of that child’s life, powerfully predicts educational outcomes. The appropriate response to this element is calling for social reform addressing equity and then exploring education reform driven by equity and not accountability.
  • “A world-class teaching profession supports a world-class instructional system, where every student has access to highly effective teachers and is expected to succeed.” The real problem in the U.S. regarding teacher quality is equitable access by all children to experienced and certified teachers. Poor and black/brown students are disproportionately likely to be assigned to un-/under-certified and inexperienced/new teachers (see here). But we must acknowledge, even if we address (and we must) equitable student access to experienced and certified teachers, the likelihood we will see dramatic changes in test scores is very low since teacher quality accounts for only about 10-15% of measurable student learning.
  • “A highly effective, intellectually rigorous system of career and technical education is available to those preferring an applied education.” While a credible concern, the tension between academic and technical (career-oriented) education has a long and complex history (see Kliebard). Regretfully, playing the academic/technical card by political leaders and embedding that in education policy has never worked—and likely never will. This remains a tired and recycled (and renamed) part of the lack of imagination when politicians address education reform.
  • “Individual reforms are connected and aligned as parts of a clearly planned and carefully designed comprehensive system.” By this fourth element, we see the gradually erosion toward superficial political/business thought: empty change-speak. But more troubling is that the political/bureaucratic/business response to education is always driven by prescriptions and structures that ignore the essentially unpredictable and complex act of one teacher teaching a classroom of unique students.

Before returning yet again to a new round of international comparisons (o, precious Finland, Ontario, and Singapore!!! [1]), the report ends with more crisis and hyperbole:

As state legislators, it is our responsibility to provide our citizens with a world-class education. We cannot let another generation settle for anything less. Our future workforce, national defense, economic vitality and democratic foundation depend on our ability and willingness to get this done.

If we assemble the best minds in policy and practice, implement what we know works, and commit ourselves to the time, effort and resources needed to make monumental changes, we can once again be among the best education systems in the world. If they can do it, so can we. But there’s no time to lose.

No Time to Lose is yet another round of the political crisis machine—perpetually trapped in Utopian promises that have never and will never result from our blind faith in NEW!!! standards and NEW!!! high-stakes tests.

Two of the four Elements highlighted in the report offer a small promise—but I fear they cannot survive the trampling of perpetual crisis.

Not discussed in the current ruling, but I believe relevant, is that Fisher did not fall below a bright line by which whites were rejected and minorities admitted. As reported in The Nation, UT-Austin offered admission “to some students with lower test scores and grades than Fisher. Five of those students were Black or Latino. Forty-two were white.” Additionally, “168 black and Latino students with grades as good as or better than Fisher’s who were also denied entry into the university that year.”

It is unfortunate that Fisher believed wrongly, in spite of factual evidence and data to the contrary, that she was discriminated against because she was white. In fact, by pursuing a case where the data was very clear on this point, she continued the insecurity and insidiousness of racial prejudice that has unfortunately permeated our society for centuries.

There may be many cracks in Maintaining the Charter Mirage: Progressive Racism, including Paul Hewitt’s A modest proposal for charter schools; consider this:

Now that I have established myself as an opponent of charter schools I have a proposal for the Walton family and charter school proponents everywhere. I propose that you go against my friend’s admonition that we need public schools for charters to succeed. If charter schools are so good, let’s make every school in the current school district a charter school. Let’s dissolve the traditional school board and have them become trustees of school facilities. Let’s take all the existing school facilities and have charter school groups nationwide bid through proposals to take over and run that school. State law may need to be altered a little for this grand experiment. For example, no student living in the current school boundaries could transfer to a school in another neighboring school district. This would ensure that the charters serve all students in the community including the special education, English language learners, and at-risk children to ensure that no child could be “pushed out.”

Just imagine, every school would be a charter school and parents could have their choice of schools for their child. The traditional lottery system would be used at each school, and if the parent wasn’t lucky enough to get their first choice they could go to their second or third. Because the population of the entire school district would be involved there could be no discrimination and all students, even the at-risk, would be served. The traditional creaming of top students that is the major criticism of charters would be eliminated. This would be a completely free-market school choice system.

The double irony to this confrontation as (mostly) satire is that transforming all public schools into charter schools has already occurred—in New Orleans; see Endgame: Disaster Capitalism, New Orleans, and the Charter Scam.

And while edureformers continue to mislead political leaders and the public about such turnover/turnarounds, New Orleans is but one example of how these market-based reforms have proven to be utter failures.


In 1949, former NCTE president and English teacher/educator Lou LaBrant argued: “Our language programs have been set up as costume parties and not anything more basic than that” (p. 16).

In 2016, former NCTE president and esteemed educator and activist Joanne Yatvin confronts the same disturbing dynamic in her Too Little and Too Late.

Regretfully, Yatvin’s powerful refuting of the National Reading Panel, at the base of No Child Left Behind, was mostly ignored by political leaders and the public. Yet, she is once again ringing a bell that must be heard:

To the Editor:

As a retired educator, still deeply involved with the teaching of reading and writing, I was dismayed to read that the Portland Public schools are still tied to one-size-fit all commercial materials for teaching reading and considering combining pieces from several of them to make a new program. By this time experienced teachers should have learned that each child learns to read in his own time frame and in his own way, and that real literature and non-fiction are far better tools than anything concocted by commercial publishers.

Learning to read is not all that difficult when children are given interesting and well-written books for group activities and allowed to choose books that appeal to them to read on their own. It also helps when adults read aloud interesting books with illustrations on a regular basis. That is how children learn vocabulary and begin to understand the world outside their own homes and neighborhoods. Reading poetry helps too, because of the repeated word sounds and lines.

Over all, we should remember that reading and writing have been around for many centuries, and that the people who wanted and needed to use those skills found them easy to learn– often without a teacher, and certainly without any breakdown into separate skills, workbook exercises, or tests.

The entire accountability reform movement driven by ever-new standards and ever-new high-stakes tests benefits mostly the education market—not students, not teachers.

In fact, as my current graduate literacy course has revealed to me, teachers both recognize the negative impact of required reading programs and materials and feel powerless to set those materials aside in order to implement what their children actually need.


I entered the field of education fueled by the belief that traditional schooling needed to be reformed. I am a public school advocate, but I also recognize that traditional public schools have served white middle-class and affluent children well (even though, as I can attest, that population often excels in spite of traditional schooling) while mostly failing vulnerable populations of students, specifically black, brown, and poor children.

My fellow pro-public school friends have been proudly sharing Jack Schneider’s America’s Not-So-Broken Education System.

While both Schneider and those sharing his piece are, I am certain, driven by good intentions, I must caution that such defenses of public schools suffer from whitewashing—a not-so-subtle middle-class lens that fails to adequately emphasize the racist and classist policies entrenched in public schools.

Public education as a social reform mechanism has not happened; public schools more often than not reflect and perpetuate the very worst aspects of our society.

If I may, I believe those of us who are adamant about supporting public education are committed to the potential, the promise that public education could be or should be something better, at the very least a model of equity if not a lever for equity.


Related to the above concern, access to experienced and certified teachers is a key aspect of both how our public schools have failed and how we are currently committed to the very worst aspects of education reform (for example, Teach For America and value-added methods for teacher evaluation).

Derek Black has compiled a powerful and important examination of Taking Teacher Quality Seriously.

Although access to quality teachers is one of the most important aspects of a quality education, explicit concern with teacher quality has been conspicuously absent from past litigation over the right to education. Instead, past litigation has focused almost exclusively on funding. Though that litigation has narrowed gross funding gaps between schools in many states, it has not changed what matters most: access to quality teachers.

This Article proposes a break from the traditional approach to litigating the constitutional right to education. Rather than constitutionalizing adequate or equal funding, courts should constitutionalize quality teaching. The recent success of the constitutional challenge to tenure offers the first step in this direction. But the focus on teacher tenure alone is misplaced. Eliminating tenure, without addressing more important fundamental challenges for the teaching profession, may just make matters worse. Thus, this Article argues for a broader intervention strategy. When evaluating claims that students have been deprived of their constitutional right to education, courts should first ensure that states equally distribute existing quality teachers, regardless of the supply. Courts should then address state policies that affect the supply of teachers, which include far more than just salaries. When those remedies still prove insufficient to ensure access to quality teachers, courts must ensure that the removal of ineffective teachers is possible.

UPDATED: Mainstream Media in (Perpetual) Crisis: More Education Meat Grinder

Most members of the American public will never read this article. Instead, they will obtain much of their information about education from the news media. Yet little academic research has examined the type or quality of education research and expertise they will find there. Through the lens of gatekeeping theory, this mixed-methods study aims to address that gap by examining the prevalence of news media citations of evidence that has undergone the quality-control measure of peer review and expertise associated with academics generally required to have expertise in their fields. Results suggest that, unlike science or medical journalists, education writers virtually never cite peer-reviewed research. Nor do they use the American Educational Research Association as a resource. Academic experts are also underrepresented in news media coverage, especially when compared to government officials [bold aded]. Barriers between the news media and academia include structural differences between research on education and the medical or life sciences as well as journalists’ lack of knowledge of the definition and value of peer review and tendency to apply and misapply news values to social science research and expertise.

“‘Only four out of ten U.S. children finish high school, only one out of five who finish high school goes to college’”: This spells doom for the U.S. economy, or to be more accurate, this spelled doom for the U.S. economy.

Except it didn’t, of course, as it is a quote in a 1947 issue of Time from John Ward Studebaker, a former school superintendent who served as U.S. Commissioner of Education (analogous to today’s Secretary of Education) in the mid-1940s.

Jump forward to 26 December 2015 and The New York TimesAs Graduation Rates Rise, Experts Fear Diplomas Come Up Short. Motoko Rich, as in the Time article, builds her case on Secretary of Education Arne Duncan, as Susan Ohanian confronts:

Here’s a front page. above-the-fold New York Times non-story that’s a perfect depiction of damning schools every-which-way. Schools with low graduation rates are depicted as failures; improve graduation rates, and then the diplomas they’re handing out are judged to have no meaning. And the Times gives the departing Secretary of Education star billing on this issue.

Along with the meat grinder of incessantly new high-stakes accountability standards and testing over the past thirty-plus years, U.S. public education has been demonized since the mid-1900s and relentlessly framed within crisis discourse by the mainstream media for a century.

Rich’s cover piece spends an inordinate amount of energy to twist public schools into that crisis image while making no effort to investigate or challenge Duncan (a life-long appointee with no expertise in education and no credibility as a leader in education) or to unpack the stale platitudes and unsubstantiated claims about education reaching back at least to the Time article.

Duncan and Rich share, in fact, no experience or education in teaching as well as the disproportionate power of their voices in the field despite that lack of expertise.

On the other hand, I taught public high school English in rural South Carolina (not far from the school Rich highlights), have been an educator in SC over 30 years total, have a doctorate in education that emphasized the history of the field, and now am a teacher educator at a university just a couple miles from the school in Rich’s piece (I know teachers there, and have had several teacher candidates placed there for field work). As well, I taught journalism and was the faculty sponsor of the school newspaper, and have been a professional writer for about the same amount of time as I have been teaching, including writing and publishing a good deal of journalism (mostly about education).

This is not, however, an attack on Duncan or Rich—because they are not unique but typical of the mismatch of high-level voice with a lack of expertise.

Mainstream media appear fatally wed to only one version of the U.S. public education story: crisis.

And thus, journalists reach out to the same know-nothings (political leaders, political appointees, think-tank talking heads) and reproduce the same stories over and over and over [1].

Here, then, let me offer a few keys to moving beyond the reductive crisis-meme-as-education-journalism:

  • Public education has never been and is not now in crisis. “Crisis” is the wrong metaphor for entrenched patterns that have existed over a century. A jet plane crash landing into the Hudson River is a crisis; public education suffers under forces far more complicated than a crisis.
  • Metrics such as highs-takes test scores and graduation rates have always and currently tell us more about the conditions of children’s lives than to what degree public schools are effective.
  • Short-hand terms such as “college and career ready” and “grade-level reading” are little more than hokum; they are the inadequate verbal versions of the metrics noted above.
  • The nebulous relationship between the quality of education in the U.S. and the fragility of the U.S. economy simply has never existed. Throughout the past century, no one has ever found any direct or clear positive correlation between measures of educational quality in the U.S. and the strength of the U.S. economy.
  • Yes, racial and class segregation is on the rise in the U.S., and so-called majority-minority schools as well as high-poverty schools are quickly becoming the norm of public education. While demographics of race and class remain strongly correlated with the metrics we use to label schools as failing, the problem lies in the data (high-stakes tests remain race, class, and gender biased), not necessarily the students, teachers, or administrators.
  • However, historically and currently, public education’s great failures are two-fold: (1) public schools reflect the staggering social inequities of the U.S. culture, and (2) public schools too often perpetuate those same inequities (for example, tracking and disciplinary policies).

The mainstream media’s meat grinder of crisis-only reporting on public education achieves some extremely powerful and corrosive consequences.

First, the public remains grossly misinformed about public schools as a foundational institution in a democracy.

Next, that misleading and inaccurate crisis narrative fuels the political myopia behind remaining within the same education policy paradigm that has never addressed the real problems and never achieved the promises attached to each new policy (see from NCLB to ESSA).

And finally, this fact remains: Political and public will in the U.S. has failed public education; it has not failed us.

Mainstream media remain trapped in the education crisis narrative, I think, because neither the media nor the collective political/public consciousness is willing to confront some really ugly truths beneath the cultural commitment to the powerful and flawed rugged individual mythology in the U.S.: America is a classist, racist, and sexist society.

We are committed to allowing privilege beget privilege and to pretending that fruits of privilege are the result of effort and merit.

There is no crisis in education, but our democracy is being held hostage by incompetent politicians and a compliant mainstream media—all of which, ironically, would be served well by the sort of universal public education envisioned by the tarnished founding fathers’ idealistic (and hypocritical) rhetoric [2].

But of all the views of this law none is more important none more legitimate, than that of rendering the people the safe, as they are the ultimate, guardians of their own liberty. (p. 276)

The tax which will be paid for this purpose is not more than the thousandth part of what will be paid to kings, priests and nobles who will rise up among us if we leave the people in ignorance. (p. 278)

Doubling Down (Again) by Reverting, Not Changing: The Exponential Failures of Education Legislation

Political grandstanding about education and proposed as well as adopted education legislation make me feel trapped in something between a George Orwell dystopian novel (“WAR IS PEACE, FREEDOM IS SLAVERY, IGNORANCE IS STRENGTH) and a Firesign Theatre skit (“The Department of Redundancy Department”).

One of my most recent experiences with the political process exposed me to the horrors (real, not fictional or comical) of compromise while I witnessed people and organizations typically associated with being strong supporters of public education defer to what became the Read to Succeed act in South Carolina despite the addition of third-grade retention [1]; the justification was that the compromise brought more funding to reading in the state.

Political compromise for education legislation, I regret, results in more dystopian fiction: Ursula K. Le Guin’s allegory of privilege in which she illustrates how some prosper while knowingly sacrificing a child as the “other.”

Now after much sound and fury, public education is poised to be bludgeoned once again as the federal government has committed to doubling down (again) by reverting to state-based accountability and continuing its ominous tradition of Orwellian names for education legislation: the Every Student Succeeds Act [2].

A couple of decades of patchwork state-based accountability throughout the 1980s and 1990s convinced the feds that No Child Left Behind (NCLB) was the answer, and now about a decade and a half of NCLB-style federal accountability has failed just a miserably (mostly causing more harm than good); thus, as Alyson Klein reports, “The ESSA is in many ways a U-turn from the current, much-maligned version of the ESEA law, the No Child Left Behind Act.”

And just as I experienced in SC with Read to Succeed, those we would hope are on the right side of children, families, and public education are scrambling (as many of them did to embrace Common Core) to praise ESSA—although this newest iteration is “really about the same.”

At best, ESSA is a very slight shuffling of the test-mania element of the accountability era; however, this reverting to state-based accountability will guarantee another round of new standards and new tests—all of which will drain state and federal funding for processes that have never and will never achieve what they claim to achieve (Mathis, 2012).

ESSA will be another boondoggle for education-related corporations, but once again, that profit will be on the backs of children and underserved communities.

Yet, ESSA is not all U-turn since it has remnants of the nastiest elements of the snowballing accountability era; while some of the unsavory teacher-bashing is waning, ESSA nudges forward the dismantling of teacher education (a sneaky way to keep bashing teachers, by the way).

ESSA is finding oneself in a hole and continuing to dig. For those who jumped in, it is time to climb out. For those standing at the edge, back away.

Although now tarnished by Obama’s promises of “hope and change” (the Obama administration has been no friend of education), education legislation and policy need change, real substantive change that confronts what is truly wrong with teaching, learning, and teacher education—none of which has anything to do with accountability.

That change rejects accountability based on standards and testing (a “no excuses” ideology) and seeks social context reform that addresses equity in both the lives and schooling of children.

As I have detailed before, those new commitments should include:

  • Food security for all children and their families.
  • Universal healthcare with a priority on children.
  • Stable work opportunities that offer robust wages and are divorced from insurance and other so-called “benefits.”
  • Ending the accountability era based on standards and high-stakes testing.
  • Developing a small-scale assessment system that captures trends but avoids student, teacher, and school labeling and punitive structures.
  • Ending tracking of students.
  • Ending grade retention.
  • Insuring equitable teacher assignments (experience and certification levels) for all students.
  • Decreasing the bureaucracy of teacher certification (standards and accreditation) and increase the academic integrity of education degrees to be comparable with other disciplines.
  • Supporting teacher and school professional autonomy and implement mechanisms for transparency, not accountability.
  • Addressing the inequity of schooling based on race and social class related to funding, class size, technology, facilities, and discipline.
  • Resisting ranking students, teachers, schools, or states.
  • Reimagining testing/assessment and grades.
  • Adopting a culture of patience, and rejecting the on-going culture of crisis.

When will we tire of “finding only the same old stupid plan”?

When “[t]he lone and level sands stretch far away” where public education used to reside, it will be too late.

Why Is (Some) Test Cheating Wrong, But “Miracle” School Lies Are OK?

Of course, this all began with a bombshell announcement from the Reagan administration: A Nation at Risk.

So it started with a lie.

As governor of Texas, George W. Bush, and superintendent of Houston schools, Rod Paige, the Texas “miracle” led to the presidency of the U.S. and Secretary of Education.

But it was all a lie.

While Secretary of Education following Paige, Margaret Spellings proclaimed the federal legislation, NCLB, modeled on the Texas “miracle” a success.

But that too was a lie.

As the founder of the Harlem Children’s Zone, Geoffrey Canada was lionized as “Superman.”

But it was at best half-truth, if not a lie.

Creating a culture of fear herself, Michelle Rhee turned her role as Chancellor of DC public schools into a glorifying Time cover and story.

But it was all a lie, built on cheating no less.

Arne Duncan, credited with the Chicago “miracle”—see the Paige path above—was appointed Secretary of Education.

But, another lie.

Maybe some will find the word “lie” too harsh because most of the examples above (except for the Rhee tenure that did appear to be built on test cheating) and most of the “miracle” claims are misrepresenting data, manipulating data, or presenting partial data.

The media is eager to cover these claims, but nearly silent in covering the debunking—and there has always been debunking.

So I am now baffled about a truly important question: Why is (some) cheating wrong (for example, Atlanta), but “miracle” school lies (and SOE misrepresentations) are OK? No only OK, but those lies appear to be very lucrative for the liars (all of the people identified above have continued to prosper—not suffering significantly or legally for their false claims).

Anyone have a credible answer?
