Media Fail, 10,000 hours, and Grit: The Great Media-Disciplines Divide, pt. 2

In his The Danger of Delegating Education to Journalists: Why the APS Observer Needs Peer Review When Summarizing New Scientific Developments [1], K. Anders Ericsson makes several key points about how the mainstream media present disciplinary knowledge to the public, focusing on Malcolm Gladwell’s misleading but popular 10,000 hour rule.

Ericsson’s key point includes:

Although I accept that the process of writing an engaging popular article requires considerable simplification, I think it is essential that the article does not contain incorrect statements and misinformation. My primary goal with this review is to describe several claims in Jaffe’s article that were simply false or clearly misleading and then discuss how APS might successfully develop successful methods for providing research summaries for non-specialists that are informative and accurately presents the major views of APS members and Fellows. At the very least they should not contain factually incorrect statements and avoid reinforcing existing misconceptions in the popular media.

Through the Gladwell/10,000 hour rule example, Ericsson provides an important argument relevant to the current (and historical) public debate about school quality, teaching and learning, and education reform.

Much in the same way Gladwell has misrepresented research (which is typical within the media), and how that has been uncritically embraced by the media and public (as well as many if not most practitioners), a wide array of issues have received the same fate: learning styles, “grit,” collaborative learning, progressive education, charter schools, school choice, language gap, and so on.

Even when a claim or practice has a kernel of research at its source, popular oversimplification (often by journalists, but practitioners as well) and then commercialization/politicizing (creating programs and policies through publishers, “star” advocates, and legislation) significantly distort that research.

Education Has Failed Research, Historically

John Dewey represents an odd paradox in that he is possibly the most mentioned educator in the U.S. (either as the source of all that is wrong in education or idealistically cited as all that is right about how school could be), despite the reality that Dewey is mostly misunderstood and misrepresented; and thus his philosophy, progressivism, remains mostly absent in U.S. public schools.

Dewey can be blamed, in part, for this reality because he refused on principle to allow his experiments in education to be carefully catalogued because he believed no educational practice should be come a template for others.

Throughout much of the twentieth century, Lou LaBrant, a vigilant progressive educator, spent much of her career practicing and advocating for progressive literacy instruction, but LaBrant also confronted the many instances of how progressivism was misrepresented.

Broadly, and early, LaBrant recognized the public confusion about progressivism:

Two adults speak of “progressive education.” One means a school where responsibility, critical thinking, and honest expression are emphasized; the other thinks of license, lack of plans, irresponsibility. They argue fruitlessly about being “for” or “against” progressive education. (LaBrant, 1944, pp. 477-478)

But she also confronted how progressivism was mostly distorted in its application. LaBrant’s criticisms still reflect why education has failed research, and why research has not failed education.

Credible educational research-based philosophy, theory, and pedagogy are often corrupted by oversimplification.

In 1931, LaBrant published a scathing criticism of the popularity of the project method, an oversimplification of Dewey that resulted in students doing crafts in English class instead of reading or writing:

The cause for my wrath is not new or single. It is of slow growth and has many characteristics. It is known to many as a variation of the project method; to me, as the soap performance. With the project, neatly defined by theorizing educators as “a purposeful activity carried to a successful conclusion,” I know better than to be at war. With what passes for purposeful activity and is unfortunately carried to a conclusion because it will kill time, I have much to complain. To be, for a moment, coherent: I am disturbed by the practice, much more common than our publications would indicate, of using the carving of little toy boats and castles, the dressing of quaint dolls, the pasting of advertising pictures, and the manipulation of clay and soap as the teaching of English literature. (p. 245)

Credible educational research is often corrupted by commercialization/politicizing, reducing that research to misguided programs/legislation.

“[L]anguage behavior can not be reduced to formula,” LaBrant (1947) argued (p. 20)—emphasizing that literacy growth was complicated but flourished when it was child-centered and practical (for example, in the ways many privileged children experience in their homes because one or more of the parents are afforded the conditions within which to foster their children’s literacy).

By mid-twentieth century, LaBrant (1949) had identified the central failure of teaching reading: “Our language programs have been set up as costume parties and not anything more basic than that” (p. 16).

For at least 80-plus years since LaBrant fought this fight, the same patterns of media, political, public, and practitioners failing educational research have continued

Oversimplification, Commercialization/Politicizing: Recovering the Evidence

The list is incredibly long, too long to be exhaustive here, but consider the following: sloganism (“Work hard. Be nice.”), silver-bullet ideologies (“grit,” 10,000-hour rule), miracle schools (KIPP), evidence-based programs (Dibbles, 4-block, 6-traits), common sense claims and policy absent evidence (Common Core), and trendy legislation (3rd-grade retention policies as reading policy, merit pay) as well as politicized government reports (National Reading Panel).

Each of these can be traced to some kernel of research (sometimes robust bodies of research, and sometimes cherry-picked research), but all of these represent a current and historical fact: Education has failed research, but research has not failed education.

When educational research is reduced to scripts or programs/legislation, that knowledge base is invariably distorted, corrupted—as Ericsson details well above.

Journalists, politicians, and commercial education entities have all played a fundamental and crippling role in this reality; thus, as Ericsson argues, educators, scholars and researchers must not allow the fate of educational research to remain primarily in the wrong hands.

We have a public and professional obligation to confront these oversimplifications as well as the commercialization/politicizing of educational research. And we must do this through our public work that speaks to those failures and the public simultaneously.

As LaBrant and Ericsson reveal, unless we take that call seriously, we too are part of the reason education continues to fail research.

NCTE Resolution: Grade Retention as Flawed Education and Reading Policy

Grade retention as a major element in education and reading policy has been adopted by at least 14 states, with 32+ states linking reading intervention to high-stakes testing (Rose, 2012). These policies ignore four decades of research on the negative consequences of grade retention and the significant body of research on effective and supportive literacy instruction.

Grade retention, the practice of holding students back to repeat a grade, does more harm than good, including: (i) retaining students who have not met proficiency levels with the intent of repeating instruction is punitive, socially inappropriate, and educationally ineffective, (ii) grade retention, especially when based on high-stakes tests, will disproportionately and negatively impact children of color, impoverished children, ELL students, and special needs students, and (iii) grade retention is strongly correlated with behavior problems, increased drop-out rates, and discipline issues.

As such, grade retention represents a system of policies increasingly adopted based on misleading advocacy , resulting in a recursive cycle of punishment for young people, diminishing their sense of belonging and reducing their opportunity for educational equity. The academic benefits of retention are limited, short-lived and far outweighed by the negative consequences on students’ development in reading, writing, and all aspects of literacy. In fact, negative social, emotional, and academic effects of grade retention, at every level, are ongoing and persist into adulthood. Educators, policymakers, and political leaders must oppose the practice of retention.

The current pattern of political and public embrace of grade retention as a significant element in reading policy ignores solid decades of research refuting grade retention.

Resolved that NCTE strongly opposes the growing practice in several states of enacting into law grade retention requirements that children be retained in any grade who do not meet criteria in reading and other subjects.

And be it further Resolved that NCTE strongly opposes the use of high-stakes test performance as a major criterion for making judgments about retention in grade at any level or graduation.

If this resolution is adopted the NCTE staff will publicize this resolution to the public and urge similar actions by professional and other organizations. And the NCTE executive committee will schedule an agenda item to consider further implementations, including a plan to contact states with grade retention policies in order to advocate for repealing those policies and implementing sound literacy policy instead

Following the Letter of the Law: 2020-21 Retention Outcomes Under Michigan’s Read by Grade Three Law

Early literacy skills are critical to the educational outcomes of young students. Accordingly, 19 states have early literacy policies that require grade retention for underperforming readers at the end of third grade. However, there is mixed evidence about retention’s effectiveness and concerns that retention may disproportionately impact traditionally disadvantaged student groups. Using regressions and a regression discontinuity design, we examine retention outcomes under Michigan’s early literacy law, the Read by Grade Three Law. We find that Black and economically disadvantaged students are more frequently eligible for retention and retained than their peers. While controlling for students’ test performance, particularly their math scores, eliminates this disparity for Black students, it persists for economically disadvantaged students. We show that differences in average math performance, exemption characteristics, district characteristics, and eligibility-induced student mobility across districts do not explain the disparities in the implementation of retention by economic disadvantage status.

Abstract

The author uses Maxwell’s method of literature reviews for educational research to focus on literature relevant to test-based grade retention policies to make the following argument: although some studies have documented average gains in academic achievement through test-based grade retention, there is increasing evidence that these gains have occurred by limiting the educational opportunities for the most vulnerable of students. The author begins by briefly synthesizing research on high-stakes testing policies and teacher-based retention in general and then examines studies that have evaluated specific test-based retention policies in Chicago, Florida, New York City, Georgia, Texas, Wisconsin, and Louisiana. Drawing on Bourdieu and Passeron’s concept of reproduction in education, the author shows how testing policies have contributed to class selection and exclusion in U.S. schools. Short-term gains produced by test-based retention policies fade over time with students again falling behind but with a larger likelihood of dropping out of school. These unintended consequences are most prevalent among ethnic minority and impoverished students. The author concludes by providing alternatives for ending social promotion that do not include grade retention as well as suggestions for further researching the role such policies play in perpetuating class inequities.

Educational Impact and Implications Statement

Even though grade retention in the elementary grades does not harm students in terms of their academic achievement or educational motivation at the transition to high school, retention increases the odds that a student will drop out of school before obtaining a high school diploma. Because this study used rigorous statistical methods to equate the retained and promoted students on a large number of variables related to future achievement and educational attainment at the beginning of Grade 1, it provides the strongest evidence to date that retention has a causal effect on dropping out of school. The negative effect of retention was strongest for African American and Hispanic girls. Given the huge cost of dropping out of school for the individual and society, policies that that keep students “on track” for graduation with their same-age peers need to be pursued.

Although grade retention may be consequential for a number of important educational and socioeconomic outcomes, we know surprisingly little about the actual rate at which students are made to repeat grades. We build on Hauser, Frederick, and Andrew’s 2007 measure of grade retention using data from the 1995 through 2010 Current Population Surveys. We make technical improvements to their measure, provide more recent estimates, and validate the measure against external criteria. Our measure describes large disparities in grade retention rates by sex, race/ethnicity, geographic locale, and students’ socioeconomic circumstances. However, both absolute retention rates and disparities in retention rates have declined markedly since 2005. We conclude by describing how our measures might be used to model the impact of economic and policy contexts on grade retention rates.

The Scarring Effects of Primary-Grade Retention? A Study of Cumulative Advantage in the Educational Career, Megan Andrew (2014)

Though national data on grade-retention scarring for more recent cohorts is a long time coming, many state data systems will soon be mature enough to support similarly long-term analyses as those presented here. Based on the research here, however, grade retention in primary school leaves lasting scars on students’ educational careers, lowering the odds of completing a high school credential with the best hopes for recovery relatively early in the educational career.

Using High-Stakes Assessments for Grade Retention and Graduation Decisions: A Position State of the International Reading Association (IRA)

It is the position of the International Reading Association (IRA) that grade retention and high school graduation decisions must be based on a more complete picture of a student’s literacy performance, obtained from a variety of systematic assessments, including informal observations, formative assessments of schoolwork, and consideration of out-of-school literacies, as well as results on standardized formal measures. Further, it is the position of IRA that in addition to these considerations, teachers’ professional judgment should be a major factor in such decisions, along with input from students and their families….

IRA recognizes the need to improve the literacy achievement of many students. However, high-stakes assessments do not provide a complete picture of students’ literacy knowledge and accomplishments and should not be used to make decisions about student grade retention or high school graduation.

Third Grade Reading Policies, Rose (2012)

In 2012, 14 states passed legislation geared toward improving 3rd-grade literacy through identification, intervention, and/or retention initiatives. Today, a total of 32 states and the District of Columbia have policies in statute aimed at improving 3rd-grade reading proficiency. The majority of these states require early assessment and intervention, often as early as kindergarten. Fourteen states and the District of Columbia require retention of students on the basis of reading proficiency, most which require assessment and remediation for students in all K-3 grades.

This paper identifies statutory provisions regarding identification of, intervention for, and retention of struggling readers in the P-3 grades. A state-by-state policy summary is included in Appendix A. For examples of statutory language, see Appendix B. Examples of notable changes made this year are included in Appendix C. While retention policies are receiving a lot of attention due to a push to improve 3rd-grade reading, early identification and intervention are more likely to improve student performance. Mandates from 3rd-grade retention policies in both Florida and NYC appear to have motivated school leaders and teachers to intervene earlier and more intensively, but states might be able to achieve a similar sense of urgency without implementing promotion gates. Given the potential negative effects of holding children back, grade retention is not a policy to be entered into lightly, especially without strong early identification and intervention initiatives in place. Both Florida and New York City provide good examples of assessment and remediation programs that can help students improve their early literacy skills. Retention is one means of creating a sense of urgency around 3rd-grade reading; policymakers should consider others as well.

What is clear from the examples of Florida and NYC is that retention should not be the first or only step taken to improve the skills of struggling readers. The earlier children are identified for services and receive specialized attention, the more likely they are to improve their knowledge and skills. Given the importance of birth to age 5 in brain development, and research surrounding the positive effects of quality pre-K, it follows that successful 3rd-grade literacy initiatives should expand access to quality pre-K and promote programs that include rich, rigorous bodies of content. Strong leadership, professional development for teachers and parental involvement are also important in helping educators identify and successfully intervene with struggling students.

Education in Two Worlds: Follow Up to “50 Myths & Lies,” Gene V. Glass

A second myth we see as dangerous has that quality because of what it reveals about too many of America’s politicians and school leaders: it reveals both their ignorance and their cruelty! This is the myth that leaving a child back in grade who is not doing well academically is good for the child. It provides the child with “the gift of time” to catch up. We believe that only ignorant and cruel people would support such a policy, although it is law in about a dozen states, including Arizona and Florida. First of all, a large and quite consistent set of research studies, many of excellent quality, point out that for the vast majority of the children retention in grade has either no benefit, or is detrimental. Only rarely does retention benefit the child who was left back. So the research overwhelming suggests that those who recommend retention are likely to be ignorant. Second, an important piece of the rationale for retention policies is that if you cannot read well by third grade you are more likely to be a school failure. But reading expert Stephen Krashen disputes this, citing research on 12 young students with serious reading problems, dyslexics all. Eleven of the twelve did not learn to read well until they were between 10 and 12 years of age, and one did not learn to read until he was in 12th grade. Among these slow learners, all of whom would have been left back in Florida and Arizona, were nine who published creative scholarly works, and one who became a Nobel laureate. So not doing well by third grade does not determine one’s destiny. Third, the research informs us that retention policies are disproportionately directed at those who are poor, male, English language learners, and children of color. Middle class white children are rarely left back. Fourth, a retention decision changes family dynamics. Parents and siblings change in their treatment of, and aspirations for, the child identified by the school as having “flunked.” Of course, the schools do not say a child is dumb. Instead they offer the children and the families “the gift of time” to catch up. But the world interprets that gift more cruelly. Fifth, being left back is associated with much higher rates of dropping out before completion of high school. Thus, the social costs of this policy go way up since these children are more likely to need assistance in living because of poor wage earning capacity, and there is also the greater likelihood of a higher incarceration rate for people that do not finish school and cannot find decent work. Sixth, when surveyed, children left back say it feels as bad as losing a parent or going blind. It is an overwhelmingly negative event in the lives of the vast majority of the retained children, so leaving them back is cruel as well as a reflection of the ignorance of those who promote these policies. Seventh, and finally, the same costs expended for an extra year of education for the child who is held back, say eight thousand dollars, could more profitably be spent on a more beneficial treatment than repetition of a grade. A certified reading specialist, working twice a week as a tutor throughout the school year and for some part of the summer, would have greater success in improving a child’s academic performance. There is no more powerful treatment than tutoring, and in this case it is cheaper and more humane than is flunking a child. For the seven reasons given, we can think of no education policy that reflects worse on America’s politicians and educators than the policy of retaining students in grade.

Hold Back to Move Forward? Early Grade Retention and Student Misbehavior, Umut Özek

Test-based accountability has become the new norm in public education over the last decade. In many states and school districts nation-wide, student performance in standardized tests plays an important role in high-stakes decisions such as grade retention. This study examines the effects of grade retention on student misbehavior in Florida, which requires students with reading skills below grade level to be retained in the 3rd grade. The regression discontinuity estimates suggest that grade retention increases the likelihood of disciplinary incidents and suspensions in the years that follow. The findings also suggest that these adverse effects are concentrated among economically disadvantaged students.

Our review of these 91 studies indicates that grade retention is associated with gender, race, SES, age for grade, student mobility, family and parental characteristics, prior academic achievement, prior behavioral and socioemotional development, and student health. Converging evidence suggests that grade retention alone is not an effective intervention strategy for improving academic and longer-term life outcomes. In general, retention does not appear to benefit students academically. Although some studies have found academic improvement in the immediate years after retention, these gains are usually short-lived and tend to fade over time. Past research has consistently shown that retained students are at significantly increased risk of dropping out of school. Although only a few studies have examined the effects of retention on postsecondary outcomes, the available evidence suggests negative effects on enrollment in postsecondary education and on employment outcomes in adulthood. Overall, the literature indicates mixed findings on attitudinal, socioemotional, and behavioral outcomes among the retained students….Our review found fruitful avenues of research, most notably the impact of supportive interventions (such as early identification of at-risk students, academic instructional services provided in and out of school, and different types of intervention strategies) on proximal and future student outcomes.

The evidence gathered in the last 30 years on the practice of retention suggests that it is academically ineffective and is potentially detrimental to children’s social and emotional health. The seeds of failure may be sown early for students who are retained, as they are significantly more likely to drop out of high school. Given the accumulating evidence that grade retention is an ineffective and possibly harmful intervention, it is imperative that school administrators advocate for “promotion plus” policies that depend on effective, evidence-based interventions. The issue for secondary school educators is twofold. Not only must educators determine whether retention is appropriate for a given student, they also need to address the negative academic, social, and emotional consequences for students who were retained in earlier grades. Very often the student’s original difficulties persist, or more likely worsen, as their school career progresses.

Considering the results of this review of research examining the association between grade retention and high school dropout and other reviews of research addressing the efficacy of grade retention (Holmes, 1989; Jimerson, 2001a, 2001b; Smith & Shepard, 1987, 1988), we must move beyond the use of grade retention as an intervention strategy and attempt to implement those strategies research has demonstrated to be effective (Jimerson, 2001a). Does Retention (Repeating a Grade) Help Struggling Learners?

Some stakeholders in Florida believe that the “hard line in the sand” created by mandatory, test-based retention created a motivational difference in teachers and parents…, since it is thought that many of the same learning supports were being provided to struggling students prior to the policy. This may be the case for test score gains close to the retention year, but given the well-known longer-term negative effect of retention on drop-out rates (e.g., Allensworth, 2005) as well as the assured delayed entry into the workforce, Florida’s evidence falls far short of even suggesting that retention is the only or best way to motivate a real positive difference for struggling students, nor has it contradicted the overwhelming evidence against retention prior and since.

Ultimately, the research is unequivocal in identifying that grade retention does not appear to address the needs of these students at risk of academic failure. Findings from this study should not be misinterpreted as an indication that retention was an effective intervention strategy for the retained students who did not drop out of high school. There is a need for further research comparing the retained students who completed high school with matched comparison groups of similarly low achieving but socially promoted students. This study highlights the association of early socio-emotional and behavioral adjustment and high school dropout among a group of retained students. These findings have direct implications for school psychologists and other educational professionals. In particular, rather than focusing on the unsupported academic intervention of grade retention, it is time to implement prevention and intervention programs that have been empirically demonstrated to meet the needs of these students in facilitating both positive academic success and socio-emotional adjustment.

Decades of research suggest that grade retention does not work as a panacea for poor student performance. The majority of research fails to find compelling evidence that retention improves long-term student achievement. This study represents one of the few to investigate the effect of grade retention on students’ school-disruptive behavior in adolescence. It is unique in addressing multilevel issues in this line of research. First, it has shown that it is important to distinguish grade retention at different educational levels. While we find evidence that primary school retention may be associated with less misconduct in adolescence, we establish that secondary school retention may give rise to deviance in adolescence. Moreover, we address the important role of schools’ retention composition, finding that students attending schools with more retainees are more likely to be deviant, although this composition does moderate negative retention effects. Together with previous literature on the effectiveness of grade retention, we advocate the abandonment of this intervention, especially at the secondary level.

In many countries, the practice of grade retention is widespread (Switzerland: Bonvin, Bless, & Schuepbach, 2008; Germany:  Ehmke, Drechsel, & Carstensen, 2010; US:  Jimerson, 2001; Lorence &Dworkin, 2006; Canada:  Pagani, Tremblay, Vitaro, Boulerice, & McDuff, 2001; Belgium:  Juchtmans et al., 2011; Van Petegem & Schuermans, 2005). “Other People’s Children” v. “They’re All Our Children”

Optimism, seeing the light at the end of the tunnel—these are not my proclivities.

And while I wallow in the self-delusion that I am a Skeptic, the truth is that I have long ago slipped over into the abyss of cynicism.

There are moments, however, when I hope.

One such moment was during the Sandy Hook school shooting tragedy—when I wanted desperately to believe that President Obama’s call for seeing every child as “all our children” would resonate against the recurring din of gunfire killing children—but not only the uniquely American slaying of school children but the daily loss of mostly black and brown children and young adults to gunfire in the homes and streets of U.S. inner cities.

But that has not happened. Michael Brown was shot and killed by a police officer, Brown’s body left callously in the street—adding to the seemingly endless cataloguing of similar tragedies. And those tragedies are daily magnified by our collective refusal to see each death in the same way we would see the death of our own children, our collective refusal to see how “other people’s children” live, learn, and die is just as precious as if they were “all our children.”

So my cynicism is driven by the stark realization that if we cannot come together as a community over the shooting of “other people’s children,” how will we ever come together about the less dramatic but just as tragic conditions such as what we allow for the education of “other people’s children”?

The powerful phrase “other people’s children” comes from the work of Lisa Delpit, who confronts the inequity of educational opportunities for minority and impoverished children. Delpit highlights that marginalized students receive disproportionately test-prep and worksheet-driven instruction, unlike their white and affluent peers. While some have claimed her as a champion of traditional practice because her criticisms have included failures by progressives, Delpit counters:

I do not advocate a simplistic “basic skills” approach for children outside of the culture of power. It would be (and has been) tragic to operate as if these children were incapable of critical and higher-order thinking and reasoning. Rather, I suggest that schools must provide these children the content that other families from a different cultural orientation provide at home. This does not mean separating children according to family background [emphasis added], but instead, ensuring that each classroom incorporate strategies appropriate for all the children in its confines.

And I do not advocate that it is the school’s job to attempt to change the homes of poor and nonwhite children to match the homes of those in the culture of power [emphasis added]. That may indeed be a form of cultural genocide. I have frequently heard schools call poor parents “uncaring” when parents respond to the school’s urging, saying, “But that’s the school’s job.” What the school personnel fail to understand is that if the parents were members of the culture of power and lived by its rules and codes, then they would transmit those codes to their children. In fact, they transmit another culture that children must learn at home in order to survive in their communities.

Delpit’s call, however, must be distinguished from not only traditionalists but also popular but flawed programs such as those provided by Ruby Payne, who promotes uncritical teaching of middle class codes to impoverished students. Not grounded in research but driving professional development of teachers in many states across the U.S., Payne’s self-published workbooks and workshops speak to and perpetuate stereotypes of people in poverty and racial minorities. And as Monique Redeaux clarifies:

At first glance, this seems to be the message conveyed by Payne: poor students of color need to be explicitly taught the hidden rules or codes of the middle/upper class in order to be successful in school, work, etc. When examined more closely, this could not be further from the truth. Both terms, the “culture of poverty” (Payne) and the “culture of power” (Delpit) locate the problem in culture—but in different ways/places [emphasis added]. Although Payne and other “culture of poverty” advocates see the problem as residing with the cultural attributes of those living in poverty, the “culture of power” perspective suggests that the middle/upper class hold the power and key to institutional success, partly through their monopolization of educational skills, and that they do all they can to make sure that they and their offspring maintain that power.

When Delpit began her work on “other people’s children” she predicted that her purpose would be misunderstood. People criticized her for “vindicating” teachers who subjected students of color to isolated, meaningless, sub-skills day after day. However, what she was actually advocating when she referred to “skills-based instruction” was the “useful and usable knowledge that contributes to a student’s ability to communicate effectively in standard, generally acceptable literary forms” and she proposed that this was best learned in meaningful contexts. In other words, Delpit argued that both technical skills and critical thinking are essential: a person of color who has no critical thinking skills becomes the “trainable, low-level functionary of the dominant society, simply the grease that keeps the institutions which orchestrate his or her oppression running smoothly.” At the same time, those who lack the technical skills demanded by colleges, universities, and employers will be denied entry into these institutions. Consequently, they will attain financial and social success only within the “disenfranchised underworld.”

The key distinction between Delpit and Payne is the reason why [emphasis added] they believe students should be taught the “hidden rules.” Payne argues that their educational and economic success depend on their being able to conform to the rules of the middle/upper class. While Delpit, too, makes this argument, she does not believe that students should passively adopt an alternate code simply because it is the “way things are,” especially if they want to achieve a particular economic status. Instead, Delpit asserts that students need to know and understand the power realities of this country with the purpose of changing these realities.

We are confronted, then, with the continuing rise in programs funded by the government and supported by a wide range of political, public, and media ideologies and interests that submit only “other people’s children” to teachers produced by alternative pathways (such as Teach For America, but also copycats) and to school structures (usually charter schools, labeled “public” but functioning within a market dynamic) and policies driven by “no excuses” ideologies (such as KIPP, but also numerous copycats) demanding “grit.”

Yet, affluent children, mostly white, find themselves in classrooms with low class size, experienced and qualified/certified teachers, and rich curricula often not linked to the standards-of-the-moment or high-stakes testing—and do not find themselves disproportionately retained, suspended, expelled, or shot while unarmed walking down the street.

Our education dilemma is a subset of our greater cultural dilemma—one that pits our traditional commitments to the rugged individual, Social Darwinism, and consumerism against our potential moral grounding in community and cooperation.

No child should need to depend on the choices her/his parents make, and no parents should be faced with making choices about those foundational things that all humans deserve—one of which is access to the exact same conditions for learning and living that the privileged among us have before them.

Today, the U.S. remains a dog-eat-dog culture that perpetuates and allows one world for “other people’s children” that would never be tolerated for “my child.” A great moral lapse of our time is that we refuse to act in ways that prove “they’re all our children.”

What do third-grade retention policies based on reading tests and charter schools have in common?

First, they have a great deal of public and political support.

But, second, the research base on these policies has shown repeatedly that they do more to fail students than to achieve any of the lofty goals advocates claim.

South Carolina is a typical example of how education policy not grounded in evidence continues to fail students. For example, charter schools advocacy remains robust but deeply misleading:

We know that choice in education changes lives. We must work together to develop a culture in South Carolina that values education — from our families to funding at the State House. All students deserve access to a high-quality education regardless of their ZIP code, and excellent public charter schools are part of the solution in transforming South Carolina’s future.

This sort of incomplete advocacy [2] is commonplace despite charter schools in SC reinforcing discrediting patterns found across the U.S.:

Charter schools—like grade retention—are politically compelling, but neither effective nor appropriate for the essential problems facing public education.

Nonetheless, SC also models reform on Florida’s third-grade retention and reading policies discredited when reviewed. However, as John Thompson details:

Oklahoma’s Republican Legislature overrode the veto of Republican Governor Mary Fallin, and overwhelmingly rejected another cornerstone of Jeb Bush’s corporate reform agenda. The overall vote was 124 to 21….

Oklahoma’s victory over the test and punish approach to 3rd grade reading is a win-win team effort of national importance. The override was due to an unexpected, grassroots uprising started by parents, joined by superintendents and teachers, organized on social media, and assisted by anti- corporate reform educators and our opposite, Stand for Children, as well as Tea Party supporters, and social service providers who are increasingly coming to the rescue of the state’s grossly underfunded schools.

The rise of grade-retention policy and  charter schools shares the flawed combination of popularity and a solid research base discrediting those policies. Deborah Stipek and Michael Lombardo pose some key points about the need to reject grade-retention policy, points that should guide needed movements against charter schools and other misguided policy:

  • Before policy is implemented, the problem needs to be clearly defined with the research base on the appropriate policies for that problem identified by experts in the field (not political leaders or policy advocates). If, for example, reading achievement is an identified problem in a state, what do we know about grade retention as a policy solution? According to Stipek and Lombardo:

A majority of peer-reviewed studies over the past 30 years have demonstrated that holding students back yields little or no long-term academic benefits and can actually be harmful to students. When improvements in achievement are linked to retention, they are not usually sustained beyond a few years, and there is some evidence for negative effects on self-esteem and emotional well-being.

Moreover, there is compelling evidence that retention can reduce the probability of high school graduation. According to a 2005 review of decades of studies by Nailing Xia and Elizabeth Glennie: “Research has consistently found that retained students are at a higher risk of leaving school earlier, even after controlling for academic performance and other factors such as race and ethnicity, gender, socioeconomic status, family background, etc.”

  • Once we establish the problem and the evidence base on the reform, what concept should guide adopting new policy? Again, about retention, Stipek and Lombardo explain: “Instead of giving children the same treatment that failed them the first time, alternative strategies provide different kinds of learning opportunities.” In other words, policies that reinforce or replicate the identified problems must be ended, and then something different needs to be implemented.

If reading achievement is a problem, grade retention guarantees to cause more harm than good.

If public school segregation and student achievement are problems, charter schools actually fuel segregation and offer about the same student achievement (and even worse) as public schools.

Currently, the public and political leaders rail against failing schools and failing students, but the truth is that public and political support for misguided policy is failing students.

SC needs to choose the sorts of public school policies that will insure that no child and no parent needs to choose the school best for any child. In SC and across the U.S., we need to choose Oklahoma, not Florida.

Florida Retention Policy a Blight on Literacy, Children across US

The New York Times headline suggests we are finally poised to read a positive story about education: A Summer of Extra Reading and Hope for Fourth Grade.

But education reporter Motoko Rich’s examination of third-grade retention policies based on the Florida model and sweeping across the U.S. is not about “hope,” but about a disturbing resistance by political leaders, the media, and the public to confront the overwhelming evidence that grade-retention is a harmful policy and that the Florida model has been discredited.

Rich opens with one of the misleading Urban Legends driving flawed reading policies: “Educators like to say that third grade is the year when students go from ‘learning to read’ to ‘reading to learn.'”

However, as Anya Kamenetz reports for NPR:

“The theory of the fourth-grade shift had been based on behavioral data,” says the lead author of the study, Donna Coch. She heads the Reading Brains Lab at Dartmouth College.

The assumption teachers make: “In a nutshell,” Coch says, “by fourth grade you stop learning to read and start reading to learn. We’re done teaching the basic skills in third grade, and you go use them starting in the fourth.”

But, Coch’s team found, that assumption may not be true. The study involved 96 participants, divided among third-, fourth-, and fifth-graders as well as college students. All average readers, the subjects wore noninvasive electrode caps that could swiftly pick up electrical activity in the brain.

Narrow and distorted assumptions about reading (and literacy broadly) have plagued reading instruction for over a century in the U.S. (review the work of Lou LaBrant to see how this has played out over much of the 20th century). A superficial view of reading and writing (often reduced to phonics, or simple pronunciation, and grammar, or “correctness”) is compounded by our testing culture that further skews how we teach and perceive reading and writing; how we test reading and writing (disproportionately multiple-choice formats seeking the “right” answers or correct “rules”) becomes what counts as reading and writing.

Rich’s article doesn’t present hope for students struggling to read, but does provide a a picture of how the Florida model is sweeping the U.S.:

Fourteen states in 2012 enacted policies either mandating or strongly recommending that schools hold back students who could not read properly by third grade. Districts in Arizona and Colorado also offered summer school for struggling third-grade readers for the first time this year, then will consider whether to hold back some of them before the new school year begins.

While the summer courses are likely to make some difference, teachers here and around the country say the third-grade laws are another example of lofty educational goals paired with insufficient resources. A six-week course, they say, cannot possibly make up for what Anthony and the others need: the extra help and focus should start in preschool.

Is the problem with 3rd-grade retention policies based on high-stakes reading tests simply “insufficient resources”?

While too often policy is crippled by a failure to provide resources matching the rhetoric, the problem here is that both grade retention and the Florida model have been refuted by 40 years of research (grade retention) and reviews of the Florida model (see HERE and HERE).

The rise of grade retention policies is further evidence of the failures associated with accountability based on high-stakes testing, another subset of the entire accountability model that we persist to re-package despite the growing record of its failure (see HERE and HERE).

Instead of building reading (and all literacy) policies and practices on accountability models, we must make the following changes to achieve the hope mislabeled in the opening headline:

  • Grade retention and extended school days/years are likely to be viewed by students as punishment as well as markers for their own failures. Measurable reading achievement and high-stakes test scores are primarily markers for the relative affluence or poverty of children; thus, punitive policies are punishing children for the accidents of their birth. Let’s instead seek policies that address directly the poverty that deny our children hope in the first place. As Stephen Krashen has shown, access to books in a child’s home is one of the most powerful ways to support childhood literacy development. Shifting from the punitive (grade retention, extended days/years) to a restorative model (providing books for children) is a powerful first step toward real hope.
  • Literacy is a life-long journey, and not a sequential/linear human behavior that can be “finished.” We must set aside reductive views of reading and writing, embracing instead policies and practices that provide all students extended opportunities to read and write daily in school. Children need to read and write by choice and with expert direct guidance for hundreds and thousands of hours over many, many years. Literacy has no shortcut, in fact, and we continue to misread strong literacy among affluent children as something other than the rich experiences they are afforded by the accidents of the births. That misreading results in a corrosive deficit view of children in poverty. All children need and deserve rich experiences, extended rich experiences with literacy; grade-retention and high-stakes tests are not rich experiences with texts.
  • Childhood literacy is strongly associated with the literacy of the adults in children’s lives—their parents, siblings, and teachers. Investing in a wide-range of policies addressing adult and family literacy, then, is investing in each child’s literacy: well-funded public libraries, well-funded and staffed school libraries, community reading initiatives, book drives and free books for families, rich teacher and librarian staffing and in-service related to literacy growth.

In Louise DeSalvo’s memoir, Vertigo, the Virginia Wolff scholar details how as a child and teenager she finds solace in the library and relationships with kind teachers (notably a physics teacher who chooses to honor her love of reading while encouraging the young DeSalvo to stop ignoring his course; see pp. 168-169), while coming to recognize the power of her passion for reading. DeSalvo’s life story—as with Ray Bradbury, Neil Gaiman, and Margaret Atwood—is a vivid narrative about the hope found in reading, and a stark antidote to reading policy driven by misreading literacy and research, misreading our children and childhood.

Rich documents a failure of credible literacy policy trapped in political ideology:

In Florida, one of the pioneers in holding back third graders because of inadequate reading skills, all teachers are required to assess children’s reading levels starting in kindergarten and to offer extra support for children who have trouble learning to read.

But this is not reason to celebrate, but a call to change course.

Twitter Truth (and The Onion Gets It Again)

As I have catalogued on this blog and elsewhere, when it comes to education policy, my home state of South Carolina is A Heaping Stumbling-Bumbling Mess of Ineptitude.

And while we have garnered a sort of unwanted but fully warranted 15 minutes of fame by being the repeated source of ridicule for The Daily Show, SC has now achieved what I am calling Twitter Truth through the actions of Governor Nikki Haley, as reported at The Huffington Post:

South Carolina Gov. Nikki Haley (R) wanted to tout her state’s education reform plan Monday — but it all went horribly wrong.

Here’s what Haley tweeted about the plan:

Haley, or whichever member of her staff posted the tweet, was the victim of Twitter’s 140 character limit. An Instagram photo caption longer than 140 characters in length is cut off mid-sentence, followed by a link to the original post. The full caption makes much more sense than the above tweet:

The tweet was deleted a few hours after it was posted.

If we put Tweet 1 (clipped by Twitter Truth) together with Tweet 2, we find that Tweet 1 actually makes an accurate commentary on how SC continues to plow the wrong road in our claimed quest for educating the children of SC, a large percentage of whom are living in poverty and suffering the burdens of their racial and language minority statuses.

For the record, “reading coaches” masks that SC has adopted 3rd-grade retention policy based on high-stakes testing, “technology investments” ignores SC’s high poverty rate and that the state needs to invest in hundreds of areas other than making technology vendors wealthy, and “charter schools” fails to note that SC charter schools, as is the case across the U.S., perform about the same and worse than public schools while contributing to the rise in re-segregation.

And with charter schools in mind, let’s be sure to give The Onion its due, once again; this time for New Charter School Lottery System Gives Each Applicant White Pill, Enrolls Whoever Left Standing:

NEW YORK—Introducing key changes to the lottery system that governs the admissions process, the New York City Charter School Center notified potential students this week that openings will now be filled by randomly distributing white pills to applicants and enrolling those left standing.

In place of the existing electronic lottery system conducted in the spring, education officials explained that applicants would receive identical white pills, among them a small number of innocuous placebos corresponding to the amount of open spots, and then wait approximately 30 minutes to determine the survivors and new charter school enrollees.

“With so many deserving students competing for so few spots in the city’s network of high-performing, tuition-free charter schools, our new lottery system ensures that each student is provided with an equal opportunity,” said Eva Moskowitz, the head of the Success Academy chain of 22 charter schools, while mixing up a tub of 118 sugar pills and 2,376 pentobarbital capsules to be blindly administered in an upcoming lottery. “Between small class sizes, longer school days, individualized instruction, and superior college admission rates, charters provide amazing opportunities for students who don’t enter a convulsive state, fall into a coma, stop breathing, and cease all bodily functions during the admissions process.” (emphasis added)

“Of course it’s heartbreaking for the families of children who aren’t accepted,” Moskowitz continued, “But seeing the look on parents’ faces when their child is still standing in a room littered with rejected applicants is priceless. They know their child is going to get the best possible education.” [1]

Administrators told reporters that the new quick and relatively painless lottery system is a welcome alternative to the notoriously long and emotional computerized drawings of past years, where all applicants received a random number and were subjected to waiting for many hours before learning whether they would attend a charter school or return to an inferior public school.

Officials confirmed that the innovative selection process has already proved a success, though not without its minor setbacks, in areas of the country where it has already been implemented.

“This year we’re making the pills a little stronger because not all the candidates were weeded out right away,” said Tim Bernard of Thrive Academy in Washington, D.C., a public charter that had 200 elementary school students apply for eight open spots last year. “Some kids would seem fine, we’d extend them an official offer of admission, and then a few days later they’d start hallucinating or slurring their speech. Meanwhile parents are scared sick we’re going to rescind their kids’ offers because too many applicants survived.”

“Luckily, we worked out all the kinks for this year,” Bernard added. “The body removal crews are already assembled outside the auditoriums and ready to go.”

Though charter school officials maintained that the new admissions process is designed fairly, critics claimed many affluent parents have already found ways to exploit the system. For example, after a lottery in Los Angeles ended with a high number of living students, officials discovered that parents had been building up their children’s immunity to the pills by giving them small doses of poison each day, or had hired tutors to help them train their bodies to overcome the effects of the pills. (emphasis added) [2]

Despite these flaws, many parents said they have no doubts about trying to get their child into a charter.

“I went through charter school admissions with my oldest son last year, but after he died I wondered whether it was even worth it to try again with my other kids,” Hoboken, NJ mother Jane Schaal told reporters. “But then my younger daughter got into Achievement First and I knew we made the right decision. There was no way she was going to succeed in public school.”

“Next year we’ll try to get my youngest son into a good elementary school,” Schaal added. “He’s not in kindergarten yet, but even if he’s not accepted to a top-notch charter, it’s a relief knowing that his future will be set.”

This should be really funny, but as with many of their other satires, this piece comes disturbingly close to everything that is wrong with charter schools driven by market forces—a commitment done to children and their families, a process that sacrifices children in very real ways.

And even in Layton’s own article, we discover the dark truth beneath the polished sheen of charter school advocacy:

“White students disproportionately attend the best charter schools, while the worst are almost exclusively populated by African American students. Activists in New Orleans joined with others in Detroit and Newark last month to file a federal civil rights complaint, alleging that the city’s best-performing schools have admissions policies that exclude African American children. Those schools are overseen by the separate Orleans Parish School Board, and they don’t participate in OneApp, the city’s centralized school enrollment lottery.”

SC, Choose OK, Not FL: Failing Students with Failed Policy

What do third-grade retention policies based on reading tests, charter schools, tracking, and parental choice have in common?

First, across the U.S., they all have a great deal of public and political support.

Second, the research base on all of these policies (among many other popular policies) has shown repeatedly that they do more to fail students than to achieve any of the lofty goals advocates claim.

My home state of South Carolina is a typical example of how education policy not grounded in the evidence continues to fail students again and again. For example, charter schools advocacy remains robust and deeply misleading:

We know that choice in education changes lives. We must work together to develop a culture in South Carolina that values education — from our families to funding at the State House. All students deserve access to a high-quality education regardless of their ZIP code, and excellent public charter schools are part of the solution in transforming South Carolina’s future.

This sort of incomplete and distorted advocacy is commonplace in SC, regretfully, but charter schools in SC have reinforced several patterns found across the U.S. but contradictory to the advocacy:

  • Charter schools contribute significantly to the re-segregation of schools, and thus to the exact inequity that plagues schools in high-poverty states such as SC.
  • Students in charter schools have measurable outcomes that are about the same or worse than comparable public schools. I have documented this in SC, but national studies of charter schools have shown that nothing about “charterness” offers advantage to students.
  • Charter schools are the newest version of the school choice movement that depends on emotional appeals to sloganism, “Parents deserve more choices,” and anecdote. Ultimately, however, parental choice has been idealized (many parents can and do make poor choices for children), and school choice remains mostly a neutral to negative influence on educational quality. Charter schools as a mechanism for competition are a distraction from the public good and harm all students, even those who claim they are thriving in selected charter schools. [1]

Charter schools and parental choice—like grade retention and tracking—are politically compelling, but neither effective nor appropriate for the essential problems facing public education.

As well, SC is also seeking to follow Florida’s third-grade retention and reading policies—which have been discredited when reviewed. However, a possible pinpoint of light may be at the end of this accountability-based education reform movement tunnel, as John Thompson details:

Oklahoma’s Republican Legislature overrode the veto of Republican Governor Mary Fallin, and overwhelmingly rejected another cornerstone of Jeb Bush’s corporate reform agenda. The overall vote was 124 to 21….

Oklahoma’s victory over the test and punish approach to 3rd grade reading is a win-win team effort of national importance. The override was due to an unexpected, grassroots uprising started by parents, joined by superintendents and teachers, organized on social media, and assisted by anti- corporate reform educators and our opposite, Stand for Children, as well as Tea Party supporters, and social service providers who are increasingly coming to the rescue of the state’s grossly underfunded schools.

The rise of grade-retention policy shares with the rise of charter schools the powerful and flawed combination of popularity and a solid research base discrediting those policies. Deborah Stipek and Michael Lombardo pose some key points about the need to reject grade-retention policy, points that should guide similar movements against charter schools, tracking, and parental choice:

  • Before policy is implemented, the problem needs to be clearly defined and then the research base on the appropriate policies for that problem must be identified by experts in the field (and not political leaders or policy advocates). If, for example, reading achievement is an identified problem in a state, what do we know about grade retention as a policy solution?

A majority of peer-reviewed studies over the past 30 years have demonstrated that holding students back yields little or no long-term academic benefits and can actually be harmful to students. When improvements in achievement are linked to retention, they are not usually sustained beyond a few years, and there is some evidence for negative effects on self-esteem and emotional well-being.

Moreover, there is compelling evidence that retention can reduce the probability of high school graduation. According to a 2005 review of decades of studies by Nailing Xia and Elizabeth Glennie: “Research has consistently found that retained students are at a higher risk of leaving school earlier, even after controlling for academic performance and other factors such as race and ethnicity, gender, socioeconomic status, family background, etc.”

  • Once we establish the problem and the evidence base on the reform, what concept should guide adopting new policy? Again, about retention, Stipek and Lombardo explain: “Instead of giving children the same treatment that failed them the first time, alternative strategies provide different kinds of learning opportunities.” In other words, policies that reinforce or replicate the identified problems must be ended, and then something different needs to be implemented.

If reading achievement is a problem, grade retention guarantees to cause more harm than good.

If public school segregation and student achievement are problems, charter schools actually fuel segregation and offer about the same student achievement (and even worse) as public schools.

If equity of opportunity is a public school problem, tracking creates inequity in schools.

In the current public and political environment that rails against failing schools and failing students, the ugly truth is that public and political support for misguided policy is failing students. Again and again.

Education policy must no longer be a popularity contest driven by sloganism and anecdotes.

If we insist on continuing a commitment to choice, we need to choose the sorts of public school policies that will insure that no child and no parent needs to choose the school best for any child.

In SC and across the U.S., we need to choose Oklahoma, not Florida.

“The claim that there’s an imbalance is right on the money,” White said. “The idea that it’s associated with privilege and high outcomes is right on the money.”

The U.S. Formula for Children and the Choices We Refuse to Make

The formula for children in the U.S. can be summed up in one word, I think: “harsh.” And the response we should have to this formula is “inexcusable.”

Let’s consider the U.S. formula for children:

If children in the U.S. can survive the gauntlet that is the national formula for children, as young adults they can look forward to crushing debt to attend college so that they can enter a nearly non-existent workforce.

But there is a caveat to this formula: The U.S. formula for children above is for “other people’s children,” that new majority in U.S. public schools and those children living in homes of the working poor, the working class, and the dwindling middle class.

Children of the privileged are exempt.

And what are the choices we refuse to make?

The Joseph Rowntree Foundation (UK) has released “Does money affect children’s outcomes?”—based in part on “many studies…from the US.” The key points include:

  • This review identified 34 studies with strong evidence about whether money affects children’s outcomes. Children in lower-income families have worse cognitive, social-behavioural and health outcomes in part because they are poorer, not just because low income is correlated with other household and parental characteristics.
  • The evidence was strongest for cognitive development and school achievement, followed by social-behavioural development. Income also affects outcomes indirectly impacting on children, including maternal mental health, parenting and home environment.
  • The impact of increases in income on cognitive development appears roughly comparable with that of spending similar amounts on school or early education programmes. Increasing household income could substantially reduce differences in schooling outcomes, while also improving wider aspects of children’s well-being.
  • A given sum of money makes significantly more difference to children in low-income than better-off households (but still helps better-off children).
  • Money in early childhood makes most difference to cognitive outcomes, while in later childhood and adolescence it makes more difference to social and behavioural outcomes.
  • Longer-term poverty affects children’s outcomes more severely than short-term poverty. Although many studies were from the US, the mechanisms through which money appears to affect children’s outcomes, including parental stress, anxiety and material deprivation, are equally relevant in the UK.

The third bullet point should not be ignored: The key to eradicating poverty and the negative consequences of poverty for children is to address poverty directly in the lives of children—money—and to address inequity directly in the education of children.

There is no either/or, then, in the education reform debate. It is imperative that we do both.

Ultimately, the U.S. formula for children is based on flawed assumptions. Before we can change that formula, we must change our views of poverty as well as people and children trapped in poverty.

Scarcity and abundance are powerful forces; in the U.S., both are allowed to exist as an ugly game of chance.

The choice of abundance for all is there to be embraced, however, if compassion and community are genuinely a part of the American character.

Just Say No to Just Read, Florida, South Carolina

“Nearly 3,000 of South Carolina’s third-graders who struggle with reading could be held back if the state adopts a plan that would require students to read at or near grade level,” Jamie Self reports in The State (“Education leaders: Florida holds key to SC literacy fix,” March 31, 2013), adding later,

Under Peeler’s bill, 2,886 SC third-graders scored low enough on a 2012 reading test to be held back a year — more than four times the 584 third-graders held back in 2012. The number reflects only the lowest-scoring readers, about 27 percent of the more than 10,500 third-graders who scored as not reading on grade level….

SC schools chief Mick Zais supports the plan to hold back struggling third-graders and would like to see a similar track for seventh graders, his spokesman Jay Ragley said.

SC Senate Majority Leader Harvey Peeler, R-Cherokee, has introduced the bill modeled on Just Read, Florida, part of a grade-retention policy widely promoted by Jeb Bush as one aspect of the larger so-called “Florida Miracle.”

SC political leadership must not follow Florida’s lead in reading policy or grade retention policy for several reasons, including the following: the “Florida Miracle” has been thoroughly discredited, grade retention has no support in the research that shows retention has no positive outcomes but many negative consequences for children and tax payers, and initiatives such as Just Read, Florida ignore and replace credible literacy policy desperately needed in high-poverty states such as SC.

First, SC political leadership and the public must acknowledge what low reading test scores represent and the negative consequences of basing policy on test data:

  • All standardized test scores, including reading scores, are overwhelmingly a reflection of home, community, and school inequities more so than direct and clear evidence of holistic reading ability by children. Low reading scores by third graders in SC are signals of a high-poverty state, first and foremost.
  • Reading test scores are often poor evidence of real-world and holistic reading ability. Standardized tests of reading are typically skills-based and/or complicated by other student skills imbedded in the test format (for example, having students write on a reading test blurs the evidence on reading and writing proficiencies).
  • High-stakes test-based decisions for grade retention, instructional programs, and instructional practices—especially in literacy—have a clear negative impact on the quality of instruction as well as the quality of learning opportunities children who need education the most are likely to receive:

In too many places, however, graduation and promotion tests are putting many students at sharply increased risk of suffering the serious, well-documented harm associated with grade retention and denial of high school diplomas. Those at greatest risk include the very populations—students of color, students with disabilities, English-language learners, and low-income students—whom standards-based reform could potentially help the most. (Heubert, 2002/2003)

Second, SC political leadership and the public must acknowledge that the “Florida Miracle”—like the “Texas Miracle,” the “Harlem Miracle,” and the “Chicago Miracle”—has been thoroughly discredited as incomplete data, misrepresented accomplishments, or outright failures.

A brief review of credible examinations of the “Florida formula” include strong cautions about both the claims of success and the use of Florida as a model of reform.

Matthew Di Carlo acknowledges mixed results, but cautions using the formula to drive policy:

That said, the available evidence on these policies, at least those for which some solid evidence exists, might be summarized as mixed but leaning toward modestly positive, with important (albeit common) caveats. A few of the reforms may have generated moderate but meaningful increases in test-based performance (with all the limitations that this implies) among the students and schools they affected. In a couple of other cases, there seems to have been little discernible impact on testing outcomes (and/or there is not yet sufficient basis to draw even highly tentative conclusions). It’s a good bet – or at least wishful thinking – that most of the evidence is still to come.

In the meantime, regardless of one’s opinion on whether the “Florida formula” is a success and/or should be exported to other states, the assertion that the reforms are responsible for the state’s increases in NAEP scores and FCAT proficiency rates during the late 1990s and 2000s not only violates basic principles of policy analysis, but it is also, at best, implausible. The reforms’ estimated effects, if any, tend to be quite small, and most of them are, by design, targeted at subgroups (e.g., the “lowest-performing” students and schools). Thus, even large impacts are no guarantee to show up at the aggregate statewide level (see the papers and reviews in the first footnote for more discussion)….

Whether we like it or not, real improvements at aggregate levels are almost always slow and incremental. There are no “miracles,” in Florida or anywhere else. The sooner we realize that, and start choosing and judging policies based on attainable expectations that accept the reality of the long haul, the better.

Julian Vasquez Heilig identifies the error of focusing on apparent increases in 3rd to 4th grade reading scores and associating them with policy:

Cloaking Inequity examined the purported test score miracle earlier here. In 4th grade, Florida improved over the last decade and was position in the top ten nationally, but as you move up the grade levels, the longer student stay in Florida schools, the worse their performance relative to the nation. I also discussed the official Florida scholarship evaluation in Florida that showed their scholarship (aka neovoucher) program had not increased the achievement of program participants.

Third, all evidence on grade retention reveals only negative consequences for children (academic and emotional) and tax payers, the public. [1]

Alfie Kohn notes that accountability “get tough” attitudes are masking the need for policy to be built on evidence:

The same get-tough sensibility that has loosed an avalanche of testing has led to a self-congratulatory war on “social promotion” that consists of forcing students to repeat a grade. The preponderance of evidence indicates that this is just about the worst course of action to take with struggling children in terms of both its academic and social-psychological effects. And the evidence uniformly demonstrates that retention increases the chance that a student will leave school; in fact, it’s an even stronger predictor of dropping out than is socioeconomic status.

Some of the well-documented effects of grade retention include the following:

Retained students are more likely to be male, younger than classmates, from a lower socio-economic class, black or Hispanic, a behavior problem and immature (Karweit, 1991).

Research shows a large correlation between dropouts and retention….

Controlled studies do not support the benefits claimed for extra-year programs (i.e., transitional first, pre-kindergarten) and negative side effects occur just as they do for retention in later grades….

Kevin Welner states directly and clearly that no policy decisions should include grade retention, specifically citing Florida’s policies:

Let’s use grade retention to illustrate. States across the U.S. are adopting mandates requiring that  third graders with low reading scores repeat the grade. The ‘leave the student back’ policy is being heavily marketed by the Foundation for Excellence in Education, an organization created by former Florida governor Jeb Bush. But retaining students is not a new idea. It’s an experiment that’s been tried on and off for generations, and it’s been studied for almost that long.

The overarching message from research in this area is that retaining a low-scoring third grader will not help her do better than a similar classmate with similar scores who is moved along to fourth grade, but she will be more likely to eventually drop out.

Viewed from a taxpayer perspective, retaining a student will likely have one of two outcomes:

1. She may drop out, meaning she will pay about $60,000 less in taxes over her lifetime, be more likely to commit crimes, and be more likely to depend on government assistance; or

2. She may complete high school, at a cost of an extra year of school – about $10,000. If retention had a substantial payoff, paying for an extra year of school would be worthwhile (although it nationally adds up to billions of dollars each year). But there’s no benefit. With grade retention, we are paying more and getting a worse outcome.

That’s the evidence. It’s what we have learned (or should have learned) from decades of  experience. Grade retention can be expected to have the same destructive results in 2012 as it did when it was tried ten or twenty or forty years ago – or any of the years in between. Yet our lawmakers do the same thing over and over again, each time expecting different results.

Allensworth (2005) found that retention based on test scores at the elementary level contributed to higher drop-out rates; this study is particularly important to evaluating the long-term impact of the Florida formula as well as any state considering implementing similar policies that focus on short-term test scores while ignoring long-term consequences.

Grade retention fails students retained, fails taxpayers, and as Gottfried (2013) has shown, fails the non-retained classmates of students retained:

This research has brought to the foreground a new dimension of the analysis relating to grade retention, as well as peer effects. In essence, by demonstrating a pervasive negative effect of retained classmates, as derived from multiple quasi-experimental methods on a panel data set of urban schoolchildren, this study corroborates the predominant conclusions of prior research on retention. Namely, this practice of grade retention is associated with negative outcomes (Allen et al. 2009; Holmes 1989; McCoy and Reynolds 1999; Meisels and Liaw 1993; Reynolds 1992; Roderick and Nagaoka 2005). The unique contribution of this study is that the negative outcomes of this schooling practice are not restricted to the retained students themselves; rather, this study has found that retention can affect the academic outcomes for other members of the classroom. Moreover, this study has also facilitated an opportunity for urban educational experiences to be further delineated and for policy implications of this practice to be more thoroughly discussed.

Finally, SC political leadership needs to address in authentic and effective ways the very real literacy challenges faced by our high-poverty students. Modeling SC educational policy on Florida, however, would achieve only what Kohn has identified as policy insuring more non-readers.

Credible reading policy in SC would include the following:

  • Create and implement social policy that addresses poverty and job creation/stability in the historically high-poverty areas of the state. Children living in high-poverty homes and communities are “doubly disadvantaged” in ways that cannot be overcome by schools alone and that are too often reflected in and perpetuated by community-based schools and failed educational policies such as Florida’s Just Read, Florida.
  • Reading and literacy achievement should be evaluated through holistic, classroom-based mechanisms, not high-stakes testing. Increasing high-stakes test scores in reading may have the unintended consequence of producing both misleading data and further eroding the literacy proficiency of high-poverty, minority, special needs, and ELL students. Test-based evaluations of students, teachers, schools, and policy tend to create conditions that ask less of everyone, not more.
  • Reading proficiency is of little value if students are non-readers due to punitive and skills-based school policy. Reading is a holistic and unpredictable human behavior that must be fostered over many years and through strategies that appear “too simple”—increase children’s access to books in their homes, increase children’s access to books in school, provide students extended opportunities to read by choice during the school day, address adult and community literacy
  • Reading proficiency and creating life-long, eager readers will never be achieved by reading policies or programs, particularly pre-packaged commercial programs. Teachers and parents can and should foster reading and all literacy, but ultimately children cannot be bribed, forced, or punished into being readers.

As Welner concludes in his consideration of education reform:

To be clear, “social promotion” – the movement of students from grade to grade with no meaningful intervention for those who fall behind – is also not supported by research evidence. Instead, as proven approaches to address the problem of early reading gaps, research supports high-quality early-childhood education, intensive early reading interventions, and smaller class sizes in early grades for at-risk students. These are all less costly and more effective than grade retention.

Evidence supports grade promotion combined with these sorts of interventions, and it clearly cautions against a systemic use of grade retention, even retention combined with additional academic support.

A reckless disregard of evidence is harmful. It leads to the waste of precious resources: our tax dollars and our children themselves. And grade retention is only one example of the larger problem.

A second myth we see as dangerous has that quality because of what it reveals about too many of America’s politicians and school leaders: it reveals both their ignorance and their cruelty! This is the myth that leaving a child back in grade who is not doing well academically is good for the child. It provides the child with “the gift of time” to catch up. We believe that only ignorant and cruel people would support such a policy, although it is law in about a dozen states, including Arizona and Florida. First of all, a large and quite consistent set of research studies, many of excellent quality, point out that for the vast majority of the children retention in grade has either no benefit, or is detrimental. Only rarely does retention benefit the child who was left back. So the research overwhelming suggests that those who recommend retention are likely to be ignorant. Second, an important piece of the rationale for retention policies is that if you cannot read well by third grade you are more likely to be a school failure. But reading expert Stephen Krashen disputes this, citing research on 12 young students with serious reading problems, dyslexics all. Eleven of the twelve did not learn to read well until they were between 10 and 12 years of age, and one did not learn to read until he was in 12th grade. Among these slow learners, all of whom would have been left back in Florida and Arizona, were nine who published creative scholarly works, and one who became a Nobel laureate. So not doing well by third grade does not determine one’s destiny. Third, the research informs us that retention policies are disproportionately directed at those who are poor, male, English language learners, and children of color. Middle class white children are rarely left back. Fourth, a retention decision changes family dynamics. Parents and siblings change in their treatment of, and aspirations for, the child identified by the school as having “flunked.” Of course, the schools do not say a child is dumb. Instead they offer the children and the families “the gift of time” to catch up. But the world interprets that gift more cruelly. Fifth, being left back is associated with much higher rates of dropping out before completion of high school. Thus, the social costs of this policy go way up since these children are more likely to need assistance in living because of poor wage earning capacity, and there is also the greater likelihood of a higher incarceration rate for people that do not finish school and cannot find decent work. Sixth, when surveyed, children left back say it feels as bad as losing a parent or going blind. It is an overwhelmingly negative event in the lives of the vast majority of the retained children, so leaving them back is cruel as well as a reflection of the ignorance of those who promote these policies. Seventh, and finally, the same costs expended for an extra year of education for the child who is held back, say eight thousand dollars, could more profitably be spent on a more beneficial treatment than repetition of a grade. A certified reading specialist, working twice a week as a tutor throughout the school year and for some part of the summer, would have greater success in improving a child’s academic performance. There is no more powerful treatment than tutoring, and in this case it is cheaper and more humane than is flunking a child. For the seven reasons given, we can think of no education policy that reflects worse on America’s politicians and educators than the policy of retaining students in grade.

Hold Back to Move Forward? Early Grade Retention and Student Misbehavior, Umut Özek

Test-based accountability has become the new norm in public education over the last decade. In many states and school districts nation-wide, student performance in standardized tests plays an important role in high-stakes decisions such as grade retention. This study examines the effects of grade retention on student misbehavior in Florida, which requires students with reading skills below grade level to be retained in the 3rd grade. The regression discontinuity estimates suggest that grade retention increases the likelihood of disciplinary incidents and suspensions in the years that follow. The findings also suggest that these adverse effects are concentrated among economically disadvantaged students

Retaining Students in Grade A Literature Review of the Effects of Retention on Students’ Academic and Nonacademic Outcomes, Nailing Xia, Sheila Nataraj Kirby (2009)

Our review of these 91 studies indicates that grade retention is associated with gender, race, SES, age for grade, student mobility, family and parental characteristics, prior academic achievement, prior behavioral and socioemotional development, and student health. Converging evidence suggests that grade retention alone is not an effective intervention strategy for improving academic and longer-term life outcomes. In general, retention does not appear to benefit students academically. Although some studies have found academic improvement in the immediate years after retention, these gains are usually short-lived and tend to fade over time. Past research has consistently shown that retained students are at significantly increased risk of dropping out of school. Although only a few studies have examined the effects of retention on postsecondary outcomes, the available evidence suggests negative effects on enrollment in postsecondary education and on employment outcomes in adulthood. Overall, the literature indicates mixed findings on attitudinal, socioemotional, and behavioral outcomes among the retained students….Our review found fruitful avenues of research, most notably the impact of supportive interventions (such as early identification of at-risk students, academic instructional services provided in and out of school, and different types of intervention strategies) on proximal and future student outcomes.

The evidence gathered in the last 30 years on the practice of retention suggests that it is academically ineffective and is potentially detrimental to children’s social and emotional health. The seeds of failure may be sown early for students who are retained, as they are significantly more likely to drop out of high school. Furthermore, the trajectory of adverse outcomes appears to continue into young adulthood, when wages and postsecondary educational opportunities are depressed.

Given the accumulating evidence that grade retention is an ineffective and possibly harmful intervention, it is imperative that school administrators advocate for “promotion plus” policies that depend on effective, evidence-based interventions. The issue for secondary school educators is twofold. Not only must educators determine whether retention is appropriate for a given student, they also need to address the negative academic, social, and emotional consequences for students who were retained in earlier grades. Very often the student’s original difficulties persist, or more likely worsen, as their school career progresses.

Considering the results of this review of research examining the association between grade retention and high school dropout and other reviews of research addressing the efficacy of grade retention (Holmes, 1989; Jimerson, 2001a, 2001b; Smith & Shepard, 1987, 1988), we must move beyond the use of grade retention as an intervention strategy and attempt to implement those strategies research has demonstrated to be effective (Jimerson, 2001a). Educational professionals, researchers, parents, and policymakers would be remiss to overlook the implications of research that demonstrate the association between grade retention and school dropout. Furthermore, a new imperative has emerged, where the onus is on programs training future educational professionals to disseminate the results of the recent research presented in this review. It is crucial that we transcend limited solutions and begin to consider student developmental and achievement trajectories in order to reinforce and strengthen pathways that promote social and cognitive competence and lead to academic success.

Does Retention (Repeating a Grade) Help Struggling Learners?

Some stakeholders in Florida believe that the “hard line in the sand” created by mandatory, test-based retention created a motivational difference in teachers and parents…, since it is thought that many of the same learning supports were being provided to struggling students prior to the policy. This may be the case for test score gains close to the retention year, but given the well-known longer-term negative effect of retention on drop-out rates (e.g., Allensworth, 2005) as well as the assured delayed entry into the workforce, Florida’s evidence falls far short of even suggesting that retention is the only or best way to motivate a real positive difference for struggling students, nor has it contradicted the overwhelming evidence against retention prior and since.

Ultimately, the research is unequivocal in identifying that grade retention does not appear to address the needs of these students at risk of academic failure. Findings from this study should not be misinterpreted as an indication that retention was an effective intervention strategy for the retained students who did not drop out of high school. There is a need for further research comparing the retained students who completed high school with matched comparison groups of similarly low achieving but socially promoted students. This study highlights the association of early socio-emotional and behavioral adjustment and high school dropout among a group of retained students. These findings have direct implications for school psychologists and other educational professionals. In particular, rather than focusing on the unsupported academic intervention of grade retention, it is time to implement prevention and intervention programs that have been empirically demonstrated to meet the needs of these students in facilitating both positive academic success and socio-emotional adjustment.

Decades of research suggest that grade retention does not work as a panacea for poor student performance. The majority of research fails to find compelling evidence that retention improves long-term student achievement. This study represents one of the few to investigate the effect of grade retention on students’ school-disruptive behavior in adolescence. It is unique in addressing multilevel issues in this line of research. First, it has shown that it is important to distinguish grade retention at different educational levels. While we find evidence that primary school retention may be associated with less misconduct in adolescence, we establish that secondary school retention may give rise to deviance in adolescence. Moreover, we address the important role of schools’ retention composition, finding that students attending schools with more retainees are more likely to be deviant, although this composition does moderate negative retention effects. Together with previous literature on the effectiveness of grade retention, we advocate the abandonment of this intervention, especially at the secondary level.

In many countries, the practice of grade retention is widespread (Switzerland: Bonvin, Bless, & Schuepbach, 2008; Germany:  Ehmke, Drechsel, & Carstensen, 2010; US:  Jimerson, 2001; Lorence & Dworkin, 2006; Canada:  Pagani, Tremblay, Vitaro, Boulerice, & McDuff, 2001; Belgium:  Juchtmans et al., 2011; Van Petegem & Schuermans, 2005).
