Education Accountability as Disaster Bureaucracy

The puzzle isn’t hard to put together because the pieces are in clear sight and fit together easily, but political, media, and public interest in facing the final picture is at least weak, if not completely absent.

Gerald Bracey (2003) and more directly Gerald Holton (2003) exposed that the stated original intent under the Ronald Reagan administration was to create enough negative perceptions of public education through A Nation at Risk to leverage Reagan’s political goals:

We met with President Reagan at the White House, who at first was jovial, charming, and full of funny stories, but then turned serious when he gave us our marching orders. He told us that our report should focus on five fundamental points that would bring excellence to education: Bring God back into the classroom. Encourage tuition tax credits for families using private schools. Support vouchers. Leave the primary responsibility for education to parents. And please abolish that abomination, the Department of Education. (Holton, n.p., electronic)

The accountability formula spawned after A Nation at Risk swept the popular media included standards, high-stakes testing, and increased reports of pubic school failure.

While the federal report created fertile ground for state-based school accountability, that proved not to be enough for political leaders, who within 15-20 years began orchestrating national versions of education accountability. The result was No Child Left Behind and then Common Core standards and the connected high-stakes tests—both neatly wrapped in bi-partisan veneer.

About thirty years after Reagan gave the commission that created A Nation at Risk the clear message about the need for the public to see public education as a failure, David Coleman, a lead architect of Common Core, exposed in 2011 what really matters about the national standards movement; after joking about having no qualifications for writing national education standards, Coleman explained:

[T]hese standards are worthy of nothing if the assessments built on them are not worthy of teaching to, period. This is quite a demanding charge, I might add to you, because it has within it the kind of statement – you know, “Oh, the standards were just fine, but the real work begins now in defining the assessment,” which if you were involved in the standards is a slightly exhausting statement to make.

But let’s be rather clear: we’re at the start of something here, and its promise – our top priorities in our organization, and I’ll tell you a little bit more about our organization, is to do our darnedest to ensure that the assessment is worthy of your time, is worthy of imitation….

There is no amount of hand-waving, there’s no amount of saying, “They teach to the standards, not the test; we don’t do that here.” Whatever. The truth is – and if I misrepresent you, you are welcome to take the mic back. But the truth is teachers do. Tests exert an enormous effect on instructional practice, direct and indirect, and it‟s hence our obligation to make tests that are worthy of that kind of attention.

The pieces to the puzzle: Education accountability began as a political move to discredit public schools, and next the Common Core standards movement embraced that above everything, tests matter most.

And now we have the final piece; Gerwertz reports:

In a move likely to cause political and academic stress in many states, a consortium that is designing assessments for the Common Core State Standards released data Monday projecting that more than half of students will fall short of the marks that connote grade-level skills on its tests of English/language arts and mathematics.

Like Naomi Klein’s disaster capitalism—the consequences of which are being exposed in New Orleans, notably through replacing the public schools with charter schools—the Common Core movement is not about improving public education, but a form of disaster bureaucracy, the use of education policy to insure the perception of educational failure among the public so that political gain can continue to be built on that manufactured crisis.

Yes, disaster bureaucracy is an ugly picture, but it is evident now the accountability movement is exactly that.

Common Core is not some unique and flawed thing, however, but the logical extension of the Reagan imperative to use education accountability to erode public support for public schools so that unpopular political agendas (school choice, for example) become more viable.

The remaining moral imperative facing us is to turn away from political claims of school and teacher failure, away from their repeatedly ineffective and destructive reforms, and toward the actual sources of what schools, teachers, and students struggle under as we continue to reform universal public education: social and educational inequities that have created two Americas and two school systems that have little to do with merit.

Accountability built on standards and high-stakes testing (not Common Core uniquely) is the problem because it is a designed as disaster bureaucracy, not as education reform.

Buying the Academy, Good-Bye Scholarship

Higher education is facing difficult economic circumstances. While many are confronting how universities can remain both relevant and financially stable, few are admitting that a huge problem is not a lack of money, but the lure of money—billionaires buying university departments with powerful strings attached.

In my books on school choice and poverty, I have addressed the powerful and misguided roles that the media and think tanks have played in public educational discourse and policy. One example highlights the warning offered by Gerald Bracey:

That is where we currently stand in the school choice advocacy discourse that drives a substantial part of the new reformers’ plans. The newest talking points are “do no harm” and that people opposing vouchers want to deny choice to people living in poverty. And throughout the school choice debate, ironically, the choice advocates shift back and forth about the validity of the research—think tank reports that are pro-choice and the leading school choice researchers tend to avoid peer-review and rail against peer-reviews (usually charging that the reviews are ideological and driven by their funding) while simultaneously using terms such as “objective,” “empirical,” and “econometrics” to give their reports and arguments the appearance of scholarship.

But, if anyone makes any effort to scratch beneath the surface of school choice advocacy reports, she/he will find some telling details:

“In education, readers should beware of research emanating from the Hoover Institution at Stanford University, the Heritage Foundation, the Manhattan Institute, the Heartland Institute, the Mackinac Center, the Center for Education Reform, the Thomas B. Fordham Foundation, the American Enterprise Institute, the Paul Peterson group at Harvard, and, soon, the Department of Education Reform at the University of Arkansas. Arkansas is home to the Walton family, and much Wal-Mart money has already made its way to the University of Arkansas, $300 million in 2002 alone. The new department, to be headed by Jay P. Greene, currently at the Manhattan Institute, will no doubt benefit from the Walton presence. The family’s largesse was estimated to approach $1 billion per year (Hopkins 2004), and before his death in an airplane crash, John Walton was perhaps the nation’s most energetic advocate of school vouchers.” (Bracey, 2006, p. xvi)

I have detailed the problems with the Department of Education Reform (University of Arkansas)—misleading charter advocacy as well as my own experience with being misrepresented in the name of their advocacy.

Now, Valerie Strauss has shared similar concerns about the Charles Koch Foundation’s influence at Florida State University’s economics department; as Dave Levinthal explains:

In 2007, when the Charles Koch Foundation considered giving millions of dollars to Florida State University’s economics department, the offer came with strings attached.

First, the curriculum it funded must align with the libertarian, deregulatory economic philosophy of Charles Koch, the billionaire industrialist and Republican political bankroller.

Second, the Charles Koch Foundation would at least partially control which faculty members Florida State University hired.

And third, Bruce Benson, a prominent libertarian economic theorist and Florida State University economics department chairman, must stay on another three years as department chairman — even though he told his wife he’d step down in 2009 after one three-year term.

Education advocacy is now a very thinly veiled cover for much larger political and economic advocacy: Billionaires are buying the academy to create and maintain their powerful advantages.

One of the few walls protecting us against the tyranny of money has been academic freedom, securely (we thought) behind the wall of tenure.

And thus, while billionaires buy K-12 education and dismantle K-12 tenure and unions (Bill Gates, for example), billionaires are buying the academy and dismantling university tenure.

As we stand by and watch, we should be prepared to wave good-bye to scholarship, good-bye to equity, good-bye to democracy.

NPR Whitewashes Charter Schools and Disaster Capitalism in New Orleans

It was bad enough when NPR whitewashed the “grit” narrative, but now NPR is whitewashing charter schools and disaster capitalism in New Orleans.

Framed as “remarkable changes,” erasing public schools and firing all public school faculty (a significant percentage of the black middle class in New Orleans) are whitewashed beneath a masking narrative embracing all things market forces as essentially good, even though the actions taken against pubic schools and teachers in the name of the mostly minority and disproportionately impoverished families and children of New Orleans have not accomplished what advocates claim.

In the NPR piece, “no teaching experience” is passed over as if this couldn’t possibly be a problem; however, when public schools were dismantled and all the faculty fired, the second disaster swept over New Orleans in the form of “no excuses” charter schools (KIPP and their cousins) and a swarm of Teach For America recruits who were not native to New Orleans and have lived lives mostly unlike the children they teach.

As well, that black and poor children are “part of an experiment” remains unexamined in this piece. Instead, the entire New Orleans experiment is called “kind of a miracle.”

At 5 minutes in, NPR allows a critic to call claims of success “overblown,” and then 7 minutes in, one disgruntled parent announces that charter advocates “won’t be able to fool me this time.” But overall, this NPR whitewashing of the New Orleans education reform experiment fails as most education journalism does—absent as it is any real critical questions, absent as it is any effort to honor the weight of evidence in the pursuit of “balance.”

I find here the exact same pattern I confronted in my criticism of the NPR “grit” piece. While the 8-plus minutes do technically include “both sides,” the less credible position (pro- charter, pro-market forces) is clearly given the greater weight while the stronger position is posed as mere “criticism.”

Education reform in New Orleans in the wake of Katrina is a model of disaster capitalism and an ugly lesson in how we should not reform public education. The lessons ignored in the NPR piece include the following:

  • New Orleans education reform is yet another “miracle” narrative that is driven by political advocacy and then bolstered by a complicit media. Yet, claims of education miracles have all crumbled under scrutiny. The Texas Miracle, the Chicago Miracle, the Harlem Miracle, the Florida Miracle, and now the New Orleans Miracle—all are political lies and media trivializations of policies and practices that harm children, families, and society.
  • Charter school advocacy in New Orleans and across the U.S. remains unwarranted, as Gerald N. Tirozzi explains:

Consider the reality that, as a nation, we continue to follow and accept the declarations of education reformers in their relentless promotion and implementation of “cures” that generally have no documented research base for school improvement. Conversely, these same strategists apparently have little time to consider existing research and evaluation findings, which rebut the very reform strategies and initiatives they are espousing.

A prime example of such “evidence avoidance” is apparent in the accelerating growth of the high-profile charter school movement. It is truly difficult to comprehend the escalating commitment to, and major infusion of federal and state funds for, this movement—especially in the absence of supportive data on its effectiveness in the education of young people.

  •  Dismantling a foundational public institution and stripping professionals of their careers send important—but ignored—messages about commitments to the ruling elite at the expense of workers, families, and children. Education reform within the context of disaster capitalism parallels the exact reduced circumstances used to manipulate marginalized people, exposed by Michelle Alexander’s examination of mass incarceration, as I have presented before:

For example, Carr reports that African American parents not only choose “no excuses” charter schools in New Orleans, but also actively cheer and encourage the authoritarian policies voiced by the schools’ administrators. But Alexander states, “Given the dilemma facing poor black communities, it is inaccurate to say that black people ‘support’ mass incarceration or ‘get-tough’ policies” because “if the only choice that is offered blacks is rampant crime or more prisons, the predictable (and understandable) answer will be ‘more prisons'” (p. 210).

New Orleans serves as a stark example of how this dynamic works in education reform: Given the choice between segregated, underfunded and deteriorating public schools and “no excuses” charters – and not the choice of the school environments and offerings found in many elite private schools – the predictable answer is “no excuses” charters.

The breezy “fair and balanced” mainstream media tone remains a mask, a whitewashing of narratives and policies that serve those with wealth and privilege on the backs of workers and marginalized populations reduced to competing among themselves (within their marginalized group and against other marginalized groups) for a thin slice of pie controlled by the 1%.

While Audre Lorde’s “The Master’s Tools Will Never Dismantle the Master’s House” addresses a different context specifically, key elements here inform how both the uncritical NPR piece and the actual circumstances of education reform in New Orleans fail children, families, and democracy:

It is a particular academic arrogance to assume any discussion of feminist theory without examining our many differences, and without a significant input from poor women, Black and Third World women, and lesbians….It means that only the most narrow parameters of change are possible and allowable….

Without community there is no liberation, only the most vulnerable and temporary armistice between an individual and her oppression. But community must not mean a shedding of our differences, nor the pathetic pretense that these differences do not exist….

For the master’s tools will never dismantle the master’s house. They may allow us temporarily to beat him at his own game, but they will never enable us to bring about genuine change. And this fact is only threatening to those women who still define the master’s house as their only source of support….

Women of today are still being called upon to stretch across the gap of male ignorance and to educated men as to our existence and our needs. This is an old and primary tool of all oppressors to keep the oppressed occupied with the master’s concerns.

As long as our mainstream media refuse to examine the evidence and take sides with that evidence, as long as that media remain one of the “master’s tools,” as long as the media work “to keep the oppressed occupied with the master’s concerns,” we are lost as a democracy, as a community of ethical people in the service of each other.

Charter schools replacing public schools, TFA supplanting career educators—these are not “miracles,” these are “the master’s concerns” imposed on marginalized people in the name of those people.

Why do we tolerate and champion the mass firing of black professional?

Why do we tolerate and champion experimenting with the lives and education of “other people’s children,” who are mostly black, brown, and poor?

Why do we tolerate and champion demanding that “other people’s children” chant and stay always inside the lines?

And then, why do mainstream journalists refuse to ask these questions? In whose service is the press?

Why do these questions ring hollow in the only echo chamber we are allowed, the one built by disaster capitalism?

“Other People’s Children” v. “They’re All Our Children”

Optimism, seeing the light at the end of the tunnel—these are not my proclivities.

And while I wallow in the self-delusion that I am a Skeptic, the truth is that I have long ago slipped over into the abyss of cynicism.

There are moments, however, when I hope.

One such moment was during the Sandy Hook school shooting tragedy—when I wanted desperately to believe that President Obama’s call for seeing every child as “all our children” would resonate against the recurring din of gunfire killing children—but not only the uniquely American slaying of school children but the daily loss of mostly black and brown children and young adults to gunfire in the homes and streets of U.S. inner cities.

But that has not happened. Michael Brown was shot and killed by a police officer, Brown’s body left callously in the street—adding to the seemingly endless cataloguing of similar tragedies. And those tragedies are daily magnified by our collective refusal to see each death in the same way we would see the death of our own children, our collective refusal to see how “other people’s children” live, learn, and die is just as precious as if they were “all our children.”

So my cynicism is driven by the stark realization that if we cannot come together as a community over the shooting of “other people’s children,” how will we ever come together about the less dramatic but just as tragic conditions such as what we allow for the education of “other people’s children”?

The powerful phrase “other people’s children” comes from the work of Lisa Delpit, who confronts the inequity of educational opportunities for minority and impoverished children. Delpit highlights that marginalized students receive disproportionately test-prep and worksheet-driven instruction, unlike their white and affluent peers. While some have claimed her as a champion of traditional practice because her criticisms have included failures by progressives, Delpit counters:

I do not advocate a simplistic “basic skills” approach for children outside of the culture of power. It would be (and has been) tragic to operate as if these children were incapable of critical and higher-order thinking and reasoning. Rather, I suggest that schools must provide these children the content that other families from a different cultural orientation provide at home. This does not mean separating children according to family background [emphasis added], but instead, ensuring that each classroom incorporate strategies appropriate for all the children in its confines.

And I do not advocate that it is the school’s job to attempt to change the homes of poor and nonwhite children to match the homes of those in the culture of power [emphasis added]. That may indeed be a form of cultural genocide. I have frequently heard schools call poor parents “uncaring” when parents respond to the school’s urging, saying, “But that’s the school’s job.” What the school personnel fail to understand is that if the parents were members of the culture of power and lived by its rules and codes, then they would transmit those codes to their children. In fact, they transmit another culture that children must learn at home in order to survive in their communities.

Delpit’s call, however, must be distinguished from not only traditionalists but also popular but flawed programs such as those provided by Ruby Payne, who promotes uncritical teaching of middle class codes to impoverished students. Not grounded in research but driving professional development of teachers in many states across the U.S., Payne’s self-published workbooks and workshops speak to and perpetuate stereotypes of people in poverty and racial minorities. And as Monique Redeaux clarifies:

At first glance, this seems to be the message conveyed by Payne: poor students of color need to be explicitly taught the hidden rules or codes of the middle/upper class in order to be successful in school, work, etc. When examined more closely, this could not be further from the truth. Both terms, the “culture of poverty” (Payne) and the “culture of power” (Delpit) locate the problem in culture—but in different ways/places [emphasis added]. Although Payne and other “culture of poverty” advocates see the problem as residing with the cultural attributes of those living in poverty, the “culture of power” perspective suggests that the middle/upper class hold the power and key to institutional success, partly through their monopolization of educational skills, and that they do all they can to make sure that they and their offspring maintain that power.

When Delpit began her work on “other people’s children” she predicted that her purpose would be misunderstood. People criticized her for “vindicating” teachers who subjected students of color to isolated, meaningless, sub-skills day after day. However, what she was actually advocating when she referred to “skills-based instruction” was the “useful and usable knowledge that contributes to a student’s ability to communicate effectively in standard, generally acceptable literary forms” and she proposed that this was best learned in meaningful contexts. In other words, Delpit argued that both technical skills and critical thinking are essential: a person of color who has no critical thinking skills becomes the “trainable, low-level functionary of the dominant society, simply the grease that keeps the institutions which orchestrate his or her oppression running smoothly.” At the same time, those who lack the technical skills demanded by colleges, universities, and employers will be denied entry into these institutions. Consequently, they will attain financial and social success only within the “disenfranchised underworld.”

The key distinction between Delpit and Payne is the reason why [emphasis added] they believe students should be taught the “hidden rules.” Payne argues that their educational and economic success depend on their being able to conform to the rules of the middle/upper class. While Delpit, too, makes this argument, she does not believe that students should passively adopt an alternate code simply because it is the “way things are,” especially if they want to achieve a particular economic status. Instead, Delpit asserts that students need to know and understand the power realities of this country with the purpose of changing these realities.

We are confronted, then, with the continuing rise in programs funded by the government and supported by a wide range of political, public, and media ideologies and interests that submit only “other people’s children” to teachers produced by alternative pathways (such as Teach For America, but also copycats) and to school structures (usually charter schools, labeled “public” but functioning within a market dynamic) and policies driven by “no excuses” ideologies (such as KIPP, but also numerous copycats) demanding “grit.”

Yet, affluent children, mostly white, find themselves in classrooms with low class size, experienced and qualified/certified teachers, and rich curricula often not linked to the standards-of-the-moment or high-stakes testing—and do not find themselves disproportionately retained, suspended, expelled, or shot while unarmed walking down the street.

Our education dilemma is a subset of our greater cultural dilemma—one that pits our traditional commitments to the rugged individual, Social Darwinism, and consumerism against our potential moral grounding in community and cooperation.

No child should need to depend on the choices her/his parents make, and no parents should be faced with making choices about those foundational things that all humans deserve—one of which is access to the exact same conditions for learning and living that the privileged among us have before them.

Today, the U.S. remains a dog-eat-dog culture that perpetuates and allows one world for “other people’s children” that would never be tolerated for “my child.” A great moral lapse of our time is that we refuse to act in ways that prove “they’re all our children.”

“No new federal spending” Equals “This really doesn’t matter”

New York Times columnist Mykoto Rich‘s lede sounds promising in her Obama to Report Widening of Initiative for Black and Latino Boys:

President Obama will announce on Monday that 60 of the nation’s largest school districts are joining his initiative to improve the educational futures of young African-American and Hispanic boys, beginning in preschool and extending through high school graduation.

But the most important point comes in the fourth paragraph:

No new federal spending is attached to the initiative. The new efforts, which will also seek support from the nonprofit and private sectors, are being coordinated by the Council of the Great City Schools, which represents large urban school districts.

In the U.S., “No new federal spending” equals “This really doesn’t matter.”

Can you imagine no new federal spending being attached to any military initiative?

What about no new federal spending to bail out the banks?

Of course not. But the U.S. has made a clear choice: Fund the interests of the rich and powerful (for them, the dirty money of government isn’t so dirty) and leave the fortunes of the impoverished and victims of inequity to the Invisible Hand of the free market.

We may want to note that at least the Obama administration has made a somewhat bold move to acknowledge the crippling disadvantages faced by African American and Latino boys in the U.S.—and here we should pause and make sure we acknowledge that as the civil rights issue of our time. And because of that acknowledgement, the NYT makes a rare concession to these facts, as Rich explains late in her piece:

Black and Latino students have long experienced a pattern of inequality along racial lines in American schools. According to data from the Department of Education’s Office of Civil Rights, black and Latino students are suspended and expelled at much higher rates than white students and attend schools with less-experienced teachers. Many also attend schools that do not offer advanced math and science courses.

Boys in particular are at a disadvantage. Black and Latino boys are less likely to graduate from high school than white boys, but also less likely than African-American or Latino girls. And in elementary school, they already fall far behind their white counterparts in reading skills: According to the National Assessment of Educational Progress, a series of standardized tests administered to a random sampling of American children, only 14 percent of black boys and 18 percent of Hispanic boys scored proficient or above on the fourth-grade reading tests in 2013, compared with 42 percent of white boys and 21 percent of both black and Hispanic girls.

But without government spending, initiatives are nothing more than rhetoric and distraction—further evidence of our commitment to capitalism first and possibly to the exclusion of democracy and equity, as I have examined before:

More difficult to confront than either mendacity or foma, it appears, is the hard truth that the human pursuit of equity must come before merit can matter and that in order to achieve that possibility, the human condition must commit to a spirit of community and collaboration, not competition.

Regretfully, most in power are apt to continue to not let that cat out of the bag.

Capitalism and the free market, however, are not the domains of ethical and moral social action. The human experience in the U.S. has shown us time and again that left unfettered, that market feeds itself on the workers in order to fatten the owners.

The lives and faces of African American and Latino boys in the U.S. are the regrettable portraits of our failures as a people. We are now confronted with an option to embrace our collective power and shared humanity—that which is government, the public sphere, the Commons.

There is often a reason a cliche becomes a cliche—the wisdom of all that is True becomes repeated until we have cliche. In the U.S., our new motto should be: Put your money where your mouth is.

Until then, we remain malnourished by the empty calories of rhetoric.

U.S. and Education Reform Need a Critical Free Press

Few things are worse than mainstream media coverage of education.

Except for that sentence above, which stretches hyperbole beyond credibility.

But that is exactly where the mainstream media finds itself when covering education. Journalists, in their quest to maintain the traditional commitment to “fair and balanced” journalism [1], consistently endorse and perpetuate organizations without credibility (such as NCTQ) and baseless claims (such as cries of “bad” teacher, “bad” teacher certification, and “bad” unions).

With yet another report released by NCTQ, that failure of the mainstream media has been highlighted once again—notably at NPR [2] and Education Week: Study Delivers Failing Grades For Many Programs Training Teachers, Claudio Sanchez and Juana Summers; Alternative Certification Deemed Weak by NCTQ in New Teacher-Prep Report, Stephen Sawchuk; Most Teacher Preparation Falls Short on Strategies for ELLs, NCTQ Finds, Lesli A. Maxwell.

First, the mainstream coverage of NCTQ’s reports remains trapped inside assumed crises that have no basis in fact; NCTQ’s reports and then the media begin with the givens that education suffers under the burden of “bad” teachers, “bad” teacher certification, and “bad” unions. However, at the very least, these claims are disproportional, if not outright erroneous:

  • If we maintain the current context that student achievement is accurately reflected in test scores (and it isn’t), then we must acknowledge that teacher quality (10-15%) and school quality account for only about 20% of that measurement, but “60 percent of achievement outcomes is explained by student and family background characteristics (most are unobserved, but likely pertain to income/poverty),” as Di Carlo details.
  • If we accept that value-added methods (VAM) can accurately and consistently identify “good” and “bad” teachers (and the evidence is that it cannot) and if we accept the much repeated claim by Chetty et al. that teacher quality can add $50,000 to the lifetime earning potential of a student (and that also is a significantly contested claim, as well as another example of advocacy and media hyperbole since that lifetime earning figure equates to about 1.5-2 tanks of gas per month), the enormity of the claims about “bad” teachers and the urgency expressed about creating and implementing huge and expensive test-based systems to address teacher quality are at best overstated. No rational person would endorse the cost-benefit analysis of such schemes.
  • Finally, claims that teachers unions are primary or significant negative influences on educational quality are powerfully refuted by the historical and current fact that the states in the U.S. with the lowest standardized test scores tend to be those that are right-to-work (non-union) states. Unionization correlates positively with measurable student achievement, in fact, while poverty is the greatest correlation with low measurable student outcomes (for the record, union bashing is a straw man because U.S. public education has a poverty problem, not a union problem).

Next, NCTQ has established a sort of immediate appearance of credibility through three strategies: partnering itself with U.S. News & World Report, garnering significant and influential sources of funding, and bombarding the mainstream media with a series of reports without vetting those reports as is common in traditional scholarship (which slows down and greatly harnesses higher-quality research from reaching the public [3]. But scholars don’t issue press releases, and apparently, journalists respond primarily to press releases instead of conducting investigative journalism [4].)

Finally, once I engaged Sawchuck (EdWeek) and then Summers (NPR) on Twitter, several key aspects of this phenomenon were highlighted. Both journalists argued that their pieces on NCTQ were fair, and even critical—which I will examine below—but even more significant is a comment on Twitter from Summers:

My two reactions to Summers deferring from examining the credibility of NCTQ are, first, to strongly disagree, and second, note that no journalists need to do any real investigative journalism to uncover that NCTQ has no credibility because all of that work has been done already by a number of scholars (see those critiques catalogued here and here).

As disturbing, however, as that stance is, examining carefully the coverage of NCTQ reveals that the mainstream media does in fact endorse NCTQ implicitly (despite claims of impartiality) and also marginalizes the credible critiques of NCTQ.

All three articles (see above) have headlines that establish immediately for any reader that NCTQ’s report is worthy of major media coverage. Next, all three articles have ledes that also present NCTQ positively:

The nation’s teacher-preparation programs have plenty of room for improvement, according to a new report. (Sanchez and Summers)

Alternative-certification programs for preparing teachers suffer from many of the same problems that the National Council on Teacher Quality has identified in traditional, university-based programs, the Washington-based group concludes in a new pilot study. (Sawchuk)

More than 75 percent of elementary teacher-preparation programs are failing when it comes to readying future teachers to work effectively with English-language learners, a new report from the National Council on Teacher Quality contends. (Maxwell)

Sanchez and Summers (again, note that Summers argues it isn’t her job to assign credibility to the study) certainly imply that the study is credible by using this language: “The study is a dismal read, given that the U.S. spends more than $6 billion each year to prepare teachers for the classroom.”

The NCTQ study is only a “dismal read” if it is accurate (and it isn’t). NCTQ has been carefully discredited in scholarship (for example, see Fuller here and here) for serious conflicts of interest (Teach For America and KIPP leaders sit on the Advisory Board, for example), for a flawed study design, and for shoddy methodology [5].

So how are credible academic critiques of NCTQ characterized in the journalism that claims not to take evaluative positions?:

When NCTQ released a version of this report last year, it was met with some skepticism among educators and those responsible for preparing teachers. Critics said the advocacy group should have visited individual teacher-prep programs and talked to graduates and students, rather than relying on syllabi. (Sanchez and Summers)

Last year’s inaugural teacher-prep review was immediately rejected by most teacher colleges and, especially, by their main membership body, the American Association of Colleges for Teacher Education.

Criticism focused on the NCTQ’s tack of reviewing syllabi and other course materials rather than visiting institutions; its use of open-records requests and current students to obtain documents; the complaint that its standards weren’t agreed to by the profession; and the fact that its research products aren’t peer reviewed. Additionally, critics have claimed that the project is ideologically driven, given NCTQ’s role as incubator of an alternative-certification group, the American Board for Certification of Teacher Excellence (ABCTE), which received federal funding from the George W. Bush administration.

The latter complaint seems less viable now that the NCTQ has turned its green eyeshade toward alternative-certification programs. (Sawchuk)

“Some skepticism” and “critics” clearly position credible scholarship negatively while maintaining the implied endorsement of NCTQ as an organization and NCTQ’s reports. And while Sawchuk appears to address more directly NCTQ’s lack of credibility, he still marginalizes scholars as “critics” and then in the last paragraph above, simply discounts the criticism [6].

Further in Sawchuk’s piece, the contrast between lacking credibility (NCTQ) and credibility (scholarship discrediting NCTQ) is reduced to a simple misunderstanding and a matter of tone (not substance):

Notably, the report’s introduction this year contains a number of mea culpas regarding the bad blood between the NCTQ and teacher colleges. And Walsh agreed that her group bore some of the blame.

“At times we were a bit arrogant about what it is we think teacher education should be doing,” she said. “Even if we agree to disagree, we can be more respectful.”

Again, this trivializes criticism of NCTQ and further equates NCTQ (an advocacy think tank) with scholarship—while also painting NCTQ as apologetic (despite the organization maintaining its threat of ranking programs whether they cooperate or not; a powerful tool afforded NCTQ because of its media partnership with U.S. News & World Report).

One of my strongest criticisms of teachers is that we far too often allow ourselves to be trapped within traditional calls that we take neutral stances; however, the U.S. needs critical teachers (political teachers) if our public schools are to be a foundation for our democracy.

What I have detailed above is that journalists in the U.S. have bowed to the same call for neutrality, one that cannot be accomplished but can serve as a shield for maintaining the status quo.

The U.S. needs critical journalists, ones who see their job as maintaining a commitment to seeking out and identifying the credibility of things they report. Only those in power benefit when the free press is mostly free of taking to task those in power.

Nowhere is that more apparent than in how the mainstream media fails the education reform debate.

[4] I make this claim not as a direct attack on any journalists, but teachers and journalists now experience very similar and negative influences on their ability to conduct their professions. While education reform tends to impeded good teaching, the contracting media market has tended to overburden journalists. As a result of newspapers and magazines disappearing and contracting their staffs, many journalists resort to press-release journalism as a survival technique, similar to teachers teaching to the tests. The conditions of both professions, teaching and journalism, are stark reasons why both teachers and journalists must exert their political selves in their professional work.

[5] As a brief glimpse into NCTQ’s accidental admission of their methodology, in an effort to twist criticism of their practices, this post adds at the end “As one teacher candidate who is working on our office this summer said,” highlighting that anecdote is enough for NCTQ, as long as it matches their advocacy.

Endgame: Disaster Capitalism, New Orleans, and the Charter Scam

The horror of 9/11 in 2001 and the devastation of Hurricane Katrina in 2005 captured both the 24/7 media attention and cultural consciousness in the U.S.

In the wake of both, however, the impact of disaster capitalism has remained mostly ignored and unchallenged.

This is the U.S. response to 9/11.

How to monetize and what will the market bear are the guiding ethics of disaster capitalism, which exists seamlessly within the larger ethic of the U.S., capitalism.

Disaster capitalism came to New Orleans in full force in the wake of Katrina, possibly more powerful than a hurricane, in the person of Paul Vallas and his education policy, the Recovery School District.

Career teachers (a significant percentage of the African American middle-class in the city) were fired and public schools were systematically replaced by charter schools and the new pseudo-teacher workforce (mostly young and privileged Teach For America recruits who were transplanted to New Orleans).

Now, less than a decade after Katrina, Lyndsey Layton reports:

With the start of the next school year, the Recovery School District will be the first in the country made up completely of public charter schools, a milestone for New Orleans and a grand experiment in urban education for the nation.

Layton mostly paints this transformation in a positive light, focusing on an idealized view of market forces:

Advocates say the all-charter model empowers parents.

“We’ve reinvented how schools run,” said Neerav Kingsland of New Schools for New Orleans, which promotes and supports charter schools. He is leaving the organization to try to export the model to other cities. “If I am unhappy with service I’m getting in a school, I can pull my kid out and go to another school tomorrow. I don’t have to wait four years for an election cycle so I can vote for one member of a seven-member board that historically has been corrupt.”

By most indicators, school quality and academic progress have improved in Katrina’s aftermath, although it’s difficult to make direct comparisons because the student population changed drastically after the hurricane, with thousands of students not returning.

But this typically rosy but misleading picture of charter schools presents a different kind of evidence than intended, as Mercedes Schneider exposes:

Layton offers no substantial basis for her opinion of “improvement” other than that the schools were “seized” by the state following Katrina.

Certainly school performance scores do not support Layton’s idea of “improvement.” Even with the inflation of the 2013 school performance scores, RSD has no A schools and very few B schools. In fact, almost the entire RSD– which was already approximately 90 percent charters– qualifies as a district of “failing” schools according to Louisiana Governor Bobby Jindal’s definition of “failing schools” as C, D, F schools and whose students are eligible for vouchers.

And even in Layton’s own article, we discover the dark truth beneath the polished sheen of charter school advocacy:

White students disproportionately attend the best charter schools, while the worst are almost exclusively populated by African American students. Activists in New Orleans joined with others in Detroit and Newark last month to file a federal civil rights complaint, alleging that the city’s best-performing schools have admissions policies that exclude African American children. Those schools are overseen by the separate Orleans Parish School Board, and they don’t participate in OneApp, the city’s centralized school enrollment lottery.

Yes, you see, a rising tide does lift all boats, but we forget to point out that a rising tide has no impact on who sits in what boats after that tide rises (just as we never note that a rising tide drowns those without boats, even those without boats through no fault of their own, because market forces are amoral).

Once again, behind the curtain of charter school propaganda we find that there is nothing about “charterness” that will reform the most corrosive aspects of inequity in U.S. schools, corrosive aspects that are a reflection of inequity in society.

The relabeling of schools as “charter,” in fact, is yet another euphemistic tactic to avoid the racism and classism that dare not be mentioned, much less addressed.

As Andre Perry uncovers about “community engagement” in New Orleans:

What does community engagement mean? In particular, how does community engagement work for a “takeover district?” It doesn’t really.

Community engagement is a euphemism for “how to deal with black folk.”

I never use certain metaphors. Immediately after Katrina and the breeches in the levees, I added “hurricane” to a list that includes “slavery,” “rape” and sometimes “war.” I’ve also become very alert to people who use euphemisms to conveniently rob words of their history and meaning.

Standards of decency should rise above poetic license.

Nevertheless, education reformers look to post-Katrina New Orleans as a model to increase the percentage of charter schools, remove attendance zones, take over failing schools, close schools, dissolve teachers unions and decentralize bureaucratically thick school districts.

I’m constantly asked, “In lieu of a hurricane, what can be done to radically reform school districts?” Hurricane has become the unspoken metaphor or referent that reform strategists muse upon to build apparatuses that can initiate the aforementioned strategies. The turnaround/takeover/portfolio district has evolved to become the hurricane of reformers’ desire. As a result, community engagement has become euphemism for “how to deal with black folk in the aftermath.”

As well, Deborah Meier challenges the same euphemistic use of “urban”:

Even the “urban” has switched its meaning. When the 1955 film appeared, it was a word for low-income city kids. It’s now a euphemism for the “African American,” “Latino” poor. The book The Power of Their Ideas starts with me asking kids what it meant to refer to as “inner city” in preparation for a visit to a largely white college. They got it when I added that Dalton (a rich white school 20 blocks further “into” the city) was not considered inner city. It was a euphemism for another euphemism—ghetto.

In other words, “charter school,” “Recovery School District,” “community engagement,” and “parental empowerment” are euphemisms designed to mask the consequences of disaster capitalism.

Charter schools as a rebranding of public schools into a free market model driven by competition and choice teach us some ignored but urgent lessons:

  • When parents choose segregation, that choice should not be on the public dime.
  • No impoverished children should have to depend on their parents’ choices in order to have equitable opportunities to learn

However, it seems unlikely these lessons will be heeded because in the U.S., the entire public is a distracted Nero as our Rome burns in the form of souvenirs for sell at the 9/11 museum and the eradication of public schools.

It is no longer enough to call the charter school movement a “scam” because the consequences are much higher than that, as Layton also reports:

John White, the state’s superintendent of education, agreed that access to the best schools is not equal in New Orleans, but he said the state is prevented by law from interfering with the Orleans Parish School Board’s operations.

“The claim that there’s an imbalance is right on the money,” White said. “The idea that it’s associated with privilege and high outcomes is right on the money.”

And here, we have idiom that speaks to the truth euphemisms avoid, possibly with the simple change of a preposition, about the money.

Disaster Capitalism and Charter Schools: Revisiting New Orleans Post-Katrina

Andrea Gabor examines the rise of charter schools in post-Katrina New Orleans, raising an important question in the subhead: “Are New Orleans’s schools a model for the nation—or a cautionary tale?”

Gabor ends the piece suggesting caution:

But even for students who don’t fall through the cracks or get expelled, it bears asking: have the pressures and incentive systems surrounding charter schools taken public education in the direction we want it to go? Anthony Recasner, a partner in founding New Orleans Charter Middle School and FirstLine, is visibly torn between his hopes for the New Orleans charter experiment and his disappointment in the distance that remains between today’s no-excuses charter-school culture and the movement’s progressive roots. “Education should be a higher-order exploration,” says Recasner, a child psychologist who left FirstLine in 2011 to become CEO of Agenda for Children, a children’s advocacy organization. The typical charter school in New Orleans “is not sustainable for the adults, not fun for kids,” says Recasner, who is one of the few African-American charter leaders in New Orleans; his own experience as a poor child raised by a single parent mirrors that of most students in the charter schools. “Is that really,” he asks, “what we want for the nation’s poor children?”

In my review of Sarah Carr’s Hope Against Hope for The Wilson Quarterly, I found Carr’s work to suggest, also, that New Orleans was yet more evidence of the failures of charter schools, “no excuses” ideology, and Teach for America. Below is my expanded review:

Sarah Carr’s Hope Against Hope: Three Schools, One City, and the Struggle to Educate America’s Children is a story of place.

Readers see first a map of eastern New Orleans, the 9th and 7th Wards, Treme, French Quarter, and Algiers—situating the three schools at the center of the story, Knowledge Is Power Program (KIPP) Renaissance, SciAcademy, and O. Perry Walker.

As a Southerner, I thought of Yoknapatawpha County maps in William Faulkner’s novels. That connection predicted accurately the narrative Carr shapes about the intersection of place, race, class, education, and America’s pervasive market ideology. New Orleans public schools have a long history of failure connected to the city’s high poverty rates and racial diversity, but post-Katrina New Orleans has experienced a second flood, a school reform surge characterized by charter schools, Teach for America (TFA), and education reformers from outside the city and the South:

But in 2007…Paul Vallas, the new superintendent of the state-run Recovery School District [RSD], helped bring hundreds of young educators to the region. Vallas arrived in New Orleans in 2007 after a decade spent leading the Chicago and Philadelphia schools….Vallas brought the mind-set of a frenetic businessman to the New Orleans superintendency.

An education journalist for over a decade (The Chronicle of Higher EducationNew Orleans Times-Picayune), Carr weaves a vivid story of twenty-first century education reform, examining the influx of charter schools in New Orleans as options designed to address high-poverty and minority students. The stories are drawn from principal Mary Laurie, student Geraldlynn Stewart, and TFA recruit and Harvard graduate Aidan Kelly in the wake of Katrina recovery efforts from 2010 through 2012.

The place, New Orleans, is Carr’s touchstone for six parts, each divided among The Family (Geraldlyn’s family), The Teacher (Kelly), and The Principal (Laurie). Geraldlyn expresses ambivalent attitudes about her KIPP education as it contrasts with her mother’s efforts to provide Geraldlyn a better life. Kelly personifies the “missionary zeal” of TFA recruits, but also offers insight into those ideals as they clash with the reality of day-to-day schooling. Dedicated to her city, Laurie was a successful public school educator before Katrina, but after the hurricane, the RSD laid off public school teachers and dissolved the teachers unions; charter schools gave Laurie a new start, but not without complications.

Carr crafts some of the best education reform journalism to date, presenting a critical eye on charter schools (specifically KIPP), TFA, and a market-based model supported by both Republicans and Democrats. Charter schools and TFA represent reform policies that view public school traditions, teacher certification and teachers unions, as root causes of poor academic outcomes. To eradicate those in-school problems, choice and competition are embraced as the primary tools for reform. Carr’s examination, however, calls these claims and solutions into question.

Education journalism often offers slogans such as “miracle schools” and “grit” (Paul Tough’s How Children Succeed and Whatever It Takes, David Kirp’s Improbable Scholars, and Jay Matthews’s Work Hard. Be Nice.). But Carr allows KIPP and TFA advocates to speak for themselves. For example, Kelly reveals his unwavering idealism as it intersects the no-excuses ideology of TFA and KIPP, organizations that attract and encourage privileged young people who believe they can change the world through their own determination.

Instead of silver bullets, Carr presents a nuanced analysis: “A trap confronted schools: If they took the students with the most intense needs, their numbers might suffer. But the state would shut them down if their numbers suffered too much and for too long. Then who would take the neediest?” That analysis is driven by stories. At the end of Part II, Rebirth, Carr quotes Laurie, principal of O. Perry Walker High School:

There are so many stories, she said one afternoon, sitting on a bench under Walker’s breezeway. “I worry that they will get lost, that there’s no one to tell them. My big fear is that all folks will remember is that when Katrina hit, people had to ride in on their white horses and save the children of New Orleans.” She shuddered at the thought.

Yet, stories are often ignored in twenty-first century education after the implementation of No Child Left Behind (NCLB). Since NCLB, school and teacher accountability has increased, based primarily on high-stakes tests and judged against data such as the achievement gap. Later, a comment from Laurie stands at the center of the education reform movement that Carr’s narrative confronts, unmasks, and exposes powerfully:

“I think we’ve done good work, but I don’t know that the numbers (test scores, attendance and graduation rates) will always reflect our good work because of the kids we take on,” said Laurie, referring to the fact that the school accepts some of the city’s most challenged and challenging students….“Walker’s a twenty-four-seven school. We believe we’ve got to find a way to give kids a safe place to be,” Laurie said. “And that’s not spoken for in these numbers.”

To this, we might add that Laurie’s concern about her charter school in the crucible of New Orleans education reform parallels the often-ignored problem at the center of universal public education in the U.S., a system designed to serve any and all students with equity regardless of background.

While Carr challenges education reform and the limits of good intentions among KIPP and TFA advocates, she also grounds her confrontations in a larger commitment: “At times, both KIPP’s staunchest supporters and its fiercest critics insult and demean the very families they purpose to protect by assuming they, and they alone, know what is best for other people’s children.”

Furthermore, by echoing educator Lisa Delpit’s recognition that many reforms ask less of “other people’s children” by narrowing their learning to worksheets and test-prep, Carr forces critics of KIPP and TFA to examine why many low-income minority parents not only choose no-excuses schools but also enthusiastically encourage no-excuses practices. No-excuses ideologies place an emphasis on authoritarian discipline and a culture of intense personal responsibility that includes teachers and students being held accountable for outcomes that critics warn are beyond the control of either. No-excuses advocates, including parents, embrace the exact paternalism critics challenge.

Carr offers a skeptical voice against education reform mirroring “disaster capitalism” in New Orleans, when markets generate profit from the “blank slate” of disasters (see The Shock Doctrine: The Rise of Disaster Capitalismby Naomi Klein). Yet, she offers nuanced praise when reformers succeed. For example, students are told at KIPP orientation a Cherokee legend about everyone embodying a good and bad wolf. That lesson gains a life of its own among students: “The fable’s power over their actions seemed to suggest that appealing to a person’s high self, no matter whether they are young teenagers or adults, carries more influence than rules or demerits ever could.”

In the middle of the book, Carr discusses Woodson Middle School, supplanted by a KIPP campus after FEMA declared the building irreparable because of Katrina. Woodson Middle had been named for Carter G. Woodson, author of The Mis-Education of the Negro in the 1930s. Woodson “represented an evolution, and radicalization, of W.E.B. Du Bois’s philosophy, which emphasized black empowerment through political rights and educational attainment”—a “philosophy…[that] stood in stark contrast to the view of contemporary school reformers” such as Michelle Rhee (TFA recruit, former chancellor of education in Washington DC, and founder of Students First), KIPP advocates, and TFA supporters.

Hope Against Hope is a cautionary tale about ideology—reformers honoring market forces over democratic values by stressing indirect reform through choice and competition instead of reforming directly public institutions when they fail to achieve equity—and the muted and ignored agency of people in their own lives.

As Carr acknowledges in the Prologue, her narrative details “competing visions for how to combat racial inequality in America,” but anyone seeking silver bullets, trite slogans, or popular assumptions will find “inside the schools, the war over education no longer seems so stark and clearly defined. Edges blur, shades of gray abound, and simple solutions prove elusive.” Like Kathleen Nolan confronting zero-tolerance policies in Police in the Hallways (University of Minnesota Press, 2011), Carr shows that simple solutions cannot remedy complex problems.

Where claims of “miracle” schools and no-excuses mantras stumble, Hope against Hope soars in its bittersweet humanity, the rich and uncomfortable tapestry of living and learning in poverty in twenty-first century America.

Carr’s Epilogue offers advice for reforming education reform: “If the schools want to succeed in the long run, the education they offer must become an extension of the will of the community—not as a result of its submission.”

To understand U.S. education and education reform, then, Carr’s story of New Orleans is an essential place to start.

Obama’s Failed Hope and Change: “Forget the politicians. They are irrelevant”

Writing in 1976 about the bicentennial, novelist John Gardner* challenges the 20th century angst “that the American Dream is dead” (p. 96):

The American Dream, it seems to me, is not even slightly ill. It’s escaped, soared away into the sky like an eagle, so not even a great puffy Bicentennial can squash it. The American Dream’s become a worldwide dream, which makes me so happy and flushed with partly chauvinistic pride (it was our idea) that I sneak down into my basement and wave my flag….

That idea—humankind’s inalienable right to life, liberty, and the pursuit of happiness—coupled with a system for protecting human rights—was and is the quintessential American Dream. The rest is greed and pompous foolishness—at worst, a cruel and sentimental myth, at best, cheap streamers in the rain. (p. 96)

Gardner continues, addressing “majority rule” as “right even when it’s wrong (as often happens),”

because it encourages free men to struggle as adversaries, using established legal means, to keep government working at the business of justice for all.

The theory was and is that is the majority causes too much pain to the minority, the minority will scream (with the help of the free press and the right of assembly) until the majority is badgered or shamed into changing its mind….

It’s true that the system pretty frequently doesn’t work. For decades, pollsters tell us, the American people favored gun control by three to one—law-enforcement officials have favored it by as much as nine to one—but powerful lobbies and cowardly politicians have easily thwarted the people’s will. (p. 97)

About three decades later, I joined the majority of voters in the U.S., electing the first bi-racial (often called simply African American) president in the country’s history. At the time, however, I voted for Barack Obama primarily because I believed his election was an important symbolic moment for the U.S.; I did not buy his message of hope and change (although I was hopeful), and I was skeptical that the Democratic establishment would allow a true champion of liberal and progressive ideas assume the mantle of U.S. President.

As public educators, academics, and scholars have discovered, Obama is no progressive—much less the socialist that libertarians and Tea Party advocates claim. In fact, Obama’s education policy is yet more doubling down on the No Child Left Behind accountability agenda begun under George W. Bush. The Obama education agenda is committed to neoliberalism, not democracy, not justice for all, not protecting human rights:

Barack Obama personifies the power of personality in politics and the value of articulating a compelling vision that resonates with many voters in the US and other global citizens. For Obama’s presidential campaign, the refrain that worked was driven by two words and concepts, “hope” and “change.” From healthcare, to war, to education reform, however, the Obama administration is proving that political discourse is more likely to mask intent—just as Orwell warned through his essays and most influential novel 1984, the source of the term “doublespeak” that characterizes well Obama’s and Secretary of Education Arne Duncan’s public comments on education reform. They mask the programs promoted and implemented by the Department of Education. (Thomas, 2011)

And despite Gardner’s soaring optimism, the media is culpable in this failure to commit to hope and change by Obama and his administration.

A powerful and disturbing example of how the Obama administration through the U.S. Department of Education and Secretary Arne Duncan masks a neoliberal agenda (see Hursh, 2011, and Carr & Porfilio, 2011) behind civil rights rhetoric and crisis discourse is the exchange between civil rights leaders calling for the removal of Duncan and Obama’s reply. Civil rights leaders include in their call the following:

National Journey for Justice Alliance demands include:

  • Moratorium on school closings, turnarounds, phase-outs, and charter expansions.
  • It’s proposal for sustainable school transformation to replace failed, market-driven interventions as support for struggling schools.
  • Resignation of U.S. Secretary of Education Arne Duncan.

With Obama’s signature prominent at the end of his letter to Ed Johnson, the President replied, his language no longer masking his agenda. Obama is resolute in his commitment to “provid[ing] our children with the world-class education they need to succeed and our Nation needs to compete in the global economy.”

Not once in this two-page response does Obama mention democracy, or any of the ideals embraced by Gardner above. Obama, instead, offers “cheap streamers in the rain”:

Our classrooms should be places of high expectations and success, where all students receive an education that prepares them for higher learning and high-demand careers in our fast-changing economy….

In states that make it a priority to educate our youngest children, students grow up more likely to read and do math at their grade level, graduate high school, hold a job, and form stable families of their own….

The message is clear that education is a mechanism for building a competitive workforce; nothing else seems to matter. Obama’s focus on education as training for workers is disturbing, but his relentless commitment to competition and punitive accountability policies in education is inexcusable against democratic goals and the pursuit of equity.

Throughout the response, Obama mentions Race to the Top twice, invokes “competition” three times, and endorses twice “reward” structures for raising teacher and school quality. But let’s not forget the crisis: “America’s students cannot afford to wait any longer.” Even this crisis is driven by economic diction, “afford.”

More than 30 years ago, Gardner argues:

The lie on the American left is this: that the American theory promised such-and-such and has sometimes not delivered, whereas We Deliver. The truth—a metaphysical truth, in fact—is that nobody delivers. (p. 99)

With Obama’s failed education agenda before us as part of three decades of failed accountability policies, Gardner seems prophetic.

And despite Gardner’s rejecting cynicism (“But the myth of the mindless patriot is not worse than the myth of the cynic who speaks of America with an automatic sneer” [p. 98]), I must side with George Carlin:

But there’s a reason. There’s a reason. There’s a reason for this, there’s a reason education sucks, and it’s the same reason it will never, ever,  ever be fixed.

It’s never going to get any better, don’t look for it, be happy with what you’ve got.

Because the owners, the owners of this country don’t want that. I’m talking about the real owners now, the big owners! The Wealthy… the real owners! The big wealthy business interests that control things and make all the important decisions.

Forget the politicians. They are irrelevant. The politicians are put there to give you the idea that you have freedom of choice. You don’t. You have no choice! You have owners! They own you. They own everything. They own all the important land. They own and control the corporations. They’ve long since bought, and paid for the Senate, the Congress, the state houses, the city halls, they got the judges in their back pockets and they own all the big media companies, so they control just about all of the news and information you get to hear….

They want more for themselves and less for everybody else, but I’ll tell you what they don’t want:

They don’t want a population of citizens capable of critical thinking. They don’t want well informed, well educated people capable of critical thinking. They’re not interested in that. That doesn’t help them. That’s against their interests.

I fear this isn’t simply biting social satire. I fear that this isn’t easily discounted as cynicism. I fear that Obama’s education policies and his neoliberal agenda are solid proof that Carlin, not Gardner, is right: “It’s called the American Dream, because you have to be asleep to believe it.”

NYT’s Foul Tip on Paul Vallas

In the NYT, Javier C. Hernandez examines embattled Paul Vallas in Connecticut, opening with:

Paul G. Vallas, a leader in the effort to shake up American education, has wrestled with unions in Chicago, taken on hurricane-ravaged schools in New Orleans and confronted a crumbling educational system in Haiti.

Now he faces what may be his most vexing challenge yet: Fending off a small but spirited crowd of advocates working to unseat him as superintendent of one of Connecticut’s lowest-performing and highest-poverty school districts.

“Leader,” “vexing,” “fending,” “spirited”? Not to worry, folks, the NYT doesn’t exactly strike out, but, at best, this column is a foul tip—nowhere near a solid single, or even a bunt.

The media, once again, falls into the trap of buying hook, line, and sinker the “savior reformer” bait cast by Vallas, Michelle Rhee, and Bill Gates.

You see, only a few brave souls dare to stand up against that pesky public education status quo, kept alive by those evil unions and greedy teachers.

And now poor Vallas is next in line to suffer the wrath of that status quo:

Mr. Vallas, who has moved to impose a standardized curriculum and to reorganize central offices in Bridgeport, said he was dismayed by the vitriol. On blogs, which he calls “electronic graffiti,” his critics have called him a racist and compared him to the Chilean dictator Augusto Pinochet. The school district’s student population is 49 percent Hispanic and 39 percent black.

“There are some gigantic egos in this town,” Mr. Vallas said in an interview. “No good deed goes unpunished.”

“Gigantic egos”? [One must wonder is Vallas owns a mirror.] “Electronic graffitti”?

Not to worry, however, appointee Arne Duncan to the rescue!:

Arne Duncan, the federal education secretary, said the opposition to Mr. Vallas was “beyond ludicrous.” He said too many school districts were afraid of innovation, clinging to “archaic ideas.”

“This, to me, is just another painfully obvious, crystal-clear example of people caught in an old paradigm,” Mr. Duncan said in an interview. “This is the tip of the iceberg.”

The Duncan/Vallas allegiance is interesting because the two men have something in common—what they lack:

Mr. Vallas had a vulnerability: despite his decades of experience in schools and a master’s degree in political science, he lacked a degree in education, as required by Connecticut law. The state allowed for an exemption, but Mr. Vallas was required to complete a condensed version of the traditional 13-month certification program over the course of several months. “I didn’t view it cynically and I didn’t complain,” Mr. Vallas said.

Never-been-a-teacher appointee rushes to the aid of never-been-a-teacher appointee. Sounds like a great plot for a Lifetime Movie.

And that movie would have a heart-wrenching message about perseverance in the face of failure:

Mr. Vallas, 60, is a onetime politician who came within two percentage points of defeating Rod R. Blagojevich in a primary for the Illinois governor’s office in 2002. He said he did not know what he would do after Bridgeport, though he ruled out a return to politics. He runs an educational consulting business on the side. His clients have included schools in Illinois and Indiana.

That’s right. If you can’t be a politician, be a political appointee—and be sure to seek out education where the public funds are ripe for the picking (Vallas makes $234,000 a year, but that is small potatoes to the span of his “career” in education).
